The "Provisional Regulations on the Election of Grass-roots Organizations of China * * * Production Party" requires a higher number of participants and election procedures for the elected Party branch committees, and it is not appropriate to conduct it through online video and online voting.

During the epidemic period, a temporary party branch can be established first because of work needs, and the members of the temporary party branch can be designated by the party Committee (working Committee) that approves or directly decides to establish the temporary party branch.

Note: Grass-roots party organizations with many mobile party member and difficult personnel concentration hope to hold general party membership meeting by video conference, but there is no relevant regulation in the Central Organization Department at present.
