16-35L, zeiss 21mm ze,TSE24L, which is more worth having for scenery shooting?

Zeiss 21, if you often shoot in low light, I suggest you choose. As for shifting axis, I have 16-35L and 17L at hand now. Now I like to use more than 17L. First, the picture quality is better (you know better about the picture quality of 24). Second, shifting axis photography is more fun. It would be better if the focal length of 35 also shifted axis:) 17 and 24 are too close.
