5.2.3. The handling principle should follow the Traffic Accident Confirmation issued by the public security traffic management department and refer to the relevant contents of this plan. The parties to the accident and the relevant personnel of the unit shall actively cooperate with the traffic management department of the public security organ to deal with it, and the parties and units shall sign for approval only after the accident site investigation records are confirmed to be correct.

5.2.4 The written report of the accident profile shall be submitted to the relevant departments of the Railway Bureau within 24 hours. Responsible persons of safety, vehicle management, technical equipment, trade unions, labor and other relevant departments of the company and the accident unit are responsible for organizing the aftermath of major and above road traffic accidents, and promptly notifying the insurance company to rush to the scene to carry out insurance compensation for casualties and property.

In the emergency rescue, responsibility investigation and handling of major and above road traffic accidents, the responsible persons of all relevant departments and accident places must stick to their posts and earnestly perform their duties, and shall not leave their posts or neglect their duties without authorization. Those who conceal, falsely report or delay reporting major and above road traffic accidents shall be held accountable. Those who have made outstanding contributions in accident emergency rescue shall be commended and rewarded.

According to the relevant provisions of Chapter V "Handling of Traffic Accidents" of the Road Traffic Safety Law, if a traffic accident occurs on the road and no casualties are caused, if the parties have no dispute over the facts and reasons, they can negotiate for damages by themselves. If only minor property losses are caused, and the basic facts are clear, the parties concerned should leave the scene first and then negotiate. If there is a dispute over the compensation for traffic accident damage, the parties may request the administrative department of the public security organ for mediation. After the accident, a written report must be submitted to the higher authorities within 48 hours.
