Measures of Guangzhou Municipality on Surveying and Mapping Administration

chapter I general provisions article 1 these measures are formulated in accordance with the surveying and mapping law of the people's Republic of China, the regulations on basic surveying and mapping, the regulations on surveying and mapping management of Guangdong province and other relevant laws and regulations in combination with the actual situation of this municipality in order to strengthen surveying and mapping management, standardize surveying and mapping behavior and ensure that surveying and mapping services serve economic construction, urban and rural construction management and social development. Article 2 Surveying and mapping activities (excluding military surveying and mapping) within the administrative area of this Municipality shall abide by these Measures. Article 3 The municipal, district and county-level municipal people's governments shall strengthen the leadership and coordination of surveying and mapping work, and establish and improve the surveying and mapping management system. Article 4 The Municipal Bureau of Land Resources and Housing Management is the administrative department of surveying and mapping in this Municipality, responsible for the unified supervision and management of surveying and mapping work in this Municipality, and organizing the implementation of these Measures.

other relevant departments of the municipal and county-level municipal people's governments shall be responsible for the relevant surveying and mapping work of their own departments according to the division of responsibilities stipulated by the people's governments at the corresponding levels. Article 5 This Municipality encourages the innovation and progress of surveying and mapping science and technology, and adopts advanced technology and equipment to improve the level of surveying and mapping. Units and individuals that have made important contributions to the scientific progress of surveying and mapping shall be rewarded in accordance with the relevant provisions of the state and this Municipality. Article 6 The municipal, district and county-level municipal people's governments shall include surveying and mapping funds in the fiscal budget at the corresponding level for the following purposes:

(1) Basic surveying and mapping;

(2) cadastral surveying and mapping;

(3) general survey of underground pipelines;

(4) Construction of basic surveying and mapping facilities;

(5) Maintenance and management of survey marks;

(6) Receiving and managing surveying and mapping results;

(7) Other public welfare surveying and mapping projects. Chapter II Surveying and Mapping Datum and System Article 7 This Municipality adopts the unified national surveying and mapping datum and system, the relatively independent plane coordinate system in Guangzhou and height system, and implements the relevant national, provincial and municipal surveying and mapping technical specifications and standards. Article 8 If it is really necessary to establish other relatively independent plane coordinate systems and height system in this city due to the needs of construction, urban planning and scientific research, it shall be reported to the municipal administrative department of surveying and mapping for examination and approval, and the municipal administrative department of surveying and mapping shall report it to the department with the power of examination and approval in accordance with the provisions of Article 1 of the Surveying and Mapping Law of the People's Republic of China. Article 9 The relatively independent plane coordinate system and height system of this Municipality shall be linked with the national coordinate system and height system, and the conversion parameters of the coordinate system and height system shall be remitted to the municipal administrative department of surveying and mapping, which shall remit them to the provincial administrative department of surveying and mapping. (5) Construction of basic surveying and mapping facilities;

The plane coordinate control network, elevation control network and spatial positioning system of this Municipality shall be maintained and monitored at least once every three years.

The basic surveying and mapping achievements urgently needed for economic construction, social development, urban and rural planning and construction and major projects should be updated in time.

this city carries out aerial photography and digital orthophoto map making every two years, and purchases high-resolution satellite images of more than .1m every year.
