Measures of Guangzhou Municipality on Surveying and Mapping Administration

chapter I general provisions article 1 these measures are formulated in accordance with the surveying and mapping law of the people's Republic of China, the regulations on basic surveying and mapping, the regulations on surveying and mapping management of Guangdong province and other relevant laws and regulations in combination with the actual situation of this municipality in order to strengthen surveying and mapping management, standardize surveying and mapping behavior and ensure that surveying and mapping services serve economic construction, urban and rural construction management and social development. Article 2 Surveying and mapping activities (excluding military surveying and mapping) within the administrative area of this Municipality shall abide by these Measures. Article 3 The municipal, district and county-level municipal people's governments shall strengthen the leadership and coordination of surveying and mapping work, and establish and improve the surveying and mapping management system. Article 4 The Municipal Bureau of Land Resources and Housing Management is the administrative department of surveying and mapping in this Municipality, responsible for the unified supervision and management of surveying and mapping work in this Municipality, and organizing the implementation of these Measures.

the county-level municipal bureau of land resources and housing is responsible for the supervision and management of surveying and mapping work within its administrative area, and accepts the professional guidance of the municipal administrative department of surveying and mapping.

other relevant departments of the municipal and county-level municipal people's governments shall be responsible for the relevant surveying and mapping work of their own departments according to the division of responsibilities stipulated by the people's governments at the corresponding levels. Article 5 This Municipality encourages the innovation and progress of surveying and mapping science and technology, and adopts advanced technology and equipment to improve the level of surveying and mapping. Units and individuals that have made important contributions to the scientific progress of surveying and mapping shall be rewarded in accordance with the relevant provisions of the state and this Municipality. Article 6 The municipal, district and county-level municipal people's governments shall include surveying and mapping funds in the fiscal budget at the corresponding level for the following purposes:

(1) Basic surveying and mapping;

(2) cadastral surveying and mapping;

(3) general survey of underground pipelines;

(4) Construction of basic surveying and mapping facilities;

(5) Maintenance and management of survey marks;

(6) Receiving and managing surveying and mapping results;

(7) Other public welfare surveying and mapping projects. Chapter II Surveying and Mapping Datum and System Article 7 This Municipality adopts the unified national surveying and mapping datum and system, the relatively independent plane coordinate system in Guangzhou and height system, and implements the relevant national, provincial and municipal surveying and mapping technical specifications and standards. Article 8 If it is really necessary to establish other relatively independent plane coordinate systems and height system in this city due to the needs of construction, urban planning and scientific research, it shall be reported to the municipal administrative department of surveying and mapping for examination and approval, and the municipal administrative department of surveying and mapping shall report it to the department with the power of examination and approval in accordance with the provisions of Article 1 of the Surveying and Mapping Law of the People's Republic of China. Article 9 The relatively independent plane coordinate system and height system of this Municipality shall be linked with the national coordinate system and height system, and the conversion parameters of the coordinate system and height system shall be remitted to the municipal administrative department of surveying and mapping, which shall remit them to the provincial administrative department of surveying and mapping. Tenth engaged in surveying and mapping activities in this city, shall implement the technical norms and standards of surveying and mapping stipulated by the state.

other relevant departments shall, when formulating technical specifications and standards for surveying and mapping, first report their plans to the municipal administrative department of surveying and mapping, and report them to the municipal administrative department of surveying and mapping for the record within 6 days from the date of promulgation. Chapter III Basic Surveying and Mapping Article 11 The competent department of surveying and mapping administration of the people's government at the city or county level shall, jointly with the relevant departments of planning, water affairs, ocean, forestry and landscape architecture, organize the preparation of the basic surveying and mapping plan of the administrative region according to the basic surveying and mapping plan of the state and the people's government at the next higher level and the actual situation of the administrative region, report it to the people's government at the same level for approval, and organize its implementation after reporting it to the competent department of surveying and mapping administration at the next higher level for the record.

the municipal and county-level development and reform departments shall, jointly with the administrative departments of surveying and mapping at the same level, organize the compilation of the annual plans for basic surveying and mapping in their respective administrative areas, and report them to the competent departments at the next higher level for the record, and then the professional surveying and mapping management departments shall organize the implementation according to the division of functions.

the annual plan of basic surveying and mapping shall be compiled according to the needs of basic surveying and mapping planning, the economic and social development of this municipality and the management of urban and rural construction, and the opinions of relevant departments such as planning, water affairs, ocean, forestry and gardens shall be solicited. Twelfth basic surveying and mapping in this city includes:

(1) the establishment, updating and maintenance of plane control network, elevation control network and spatial positioning system;

(2) Acquisition of aerial photography and space remote sensing mapping data of basic geographic information;

(3) the measurement and updating of topographic maps and image maps with corresponding scales, and the corresponding deepening of the measurement and updating of products;

(4) the establishment, updating and maintenance of the city's basic geographic information system and basic geographic information database;

(5) Construction of basic surveying and mapping facilities;

(6) other basic surveying and mapping matters stipulated by laws and regulations. Thirteenth the establishment of basic surveying and mapping results update system in this city.

The plane coordinate control network, elevation control network and spatial positioning system of this Municipality shall be maintained and monitored at least once every three years.

the 1: 5 topographic maps of the built-up areas and key construction areas in this city are updated at least once a year, and the 1: 5 topographic maps of other construction areas are updated at least once every two years; 1: 2 topographic map shall be updated at least once every three years; 1: 5 topographic map shall be updated at least once every five years. The basic surveying and mapping achievements urgently needed for economic construction, social development, urban and rural planning and construction and major projects should be updated in time.

this city carries out aerial photography and digital orthophoto map making every two years, and purchases high-resolution satellite images of more than .1m every year.
