4. Have surveying and mapping achievements and abilities that match the application for surveying and mapping activities (except for the first application).

An entity applying for surveying and mapping qualification shall meet the following conditions:

1. It has legal person qualification;

2. There are professional and technical personnel of surveying and mapping and related professional and technical personnel suitable for the surveying and mapping activities;

3. Having technical equipment and facilities suitable for the surveying and mapping activities;

4. It has a sound technical and quality assurance system, security measures, information security management system and management system of surveying and mapping results and data files.

The application process of surveying and mapping qualification is as follows:

1. The unit applying for surveying and mapping qualification applies to the administrative department of surveying and mapping of the county and city people's governments and puts forward preliminary examination opinions to apply for surveying and mapping qualification;

2. The surveying and mapping qualification acceptance organ shall make an acceptance decision within 5 days from the date of receiving the application materials;

3. If the surveying and mapping qualification examination and approval authority needs to verify the substantive contents of the application materials, the surveying and mapping qualification examination and approval authority or its entrusted subordinate surveying and mapping administrative department shall assign more than two staff members to carry out the verification;

4. The surveying and mapping qualification examination and approval authority shall make an examination and approval decision within 2 days from the date of accepting the application. If a decision cannot be made within 2 days, it may be extended for 1 days with the approval of the leaders of the surveying and mapping qualification examination and approval authority, and the applicant shall be informed of the reasons for the extension;

5. If the applicant meets the statutory requirements, the surveying and mapping qualification examination and approval authority shall make a written decision to approve it, publicize it to the public for 7 days, and issue the Surveying and mapping qualification certificate to the applicant within 1 days from the date of making the formal approval decision. If the surveying and mapping qualification examination and approval authority makes a decision not to approve it, it shall give a written explanation to the applicant.
