Guangzhou Municipal Administration Bureau issued "Report on Guangzhou 12345 Government Service Hotline No.4"-"Report on Complaints about Urban Governance in Guangzhou in the First Half of this year" (hereinafter referred to as "Report"), and made a statistical analysis on the hot issues of urban governance in Guangzhou in the first half of this year.
The data shows that in the first half of this year, complaints about urban governance in Guangzhou increased by 44% compared with the same period last year. The highest increase in complaints is in Huangpu District, Zengcheng District, Huadu District and Conghua District. The top five complaints are occupation of roads, noise pollution, illegal construction, air pollution and night construction, among which air pollution and noise pollution are particularly prominent.
The relevant person in charge of the Guangzhou Municipal Office said that through the analysis of big data, it can be clearly seen that the problem of noise disturbing the people is the most unbearable and most strongly reflected by the masses. At present, all organizers can solve the problems reflected by the masses well, but there are still some problems to be overcome. Next, we will further solve the hot issues of people's livelihood through hotline performance appraisal, media follow-up reports and other forms, so that the people have a sense of gain and satisfaction with innovative urban governance.
Public complaints are mostly concentrated on noise pollution and night construction.
The "Report" conducted a big data analysis on the complaints about urban governance transferred by the hotline in the first half of the year. The analysis shows that the number of complaints about urban governance in the first half of the year was1460,000, which was 44% higher than that of 20102,000 in the first half of the year. It mainly includes five major problems: occupation of roads (12%), noise pollution (12%), illegal buildings (12%), air pollution (1 1%) and night construction (9%).
According to the report, among the urban governance problems complained by citizens in the first half of the year, the urban management department took the highest proportion, accounting for 47%. The contractor's problems mainly focus on three aspects: occupation of roads, illegal construction and night construction. In addition, environmental protection, housing and construction departments and public security departments have also undertaken more complaints.
Regarding the distribution of urban governance complaints in various districts, the report shows that Baiyun District has the largest number of complaints, totaling 22,670, and the regions with the highest growth rate of complaints are Huangpu District, Zengcheng District, Huadu District and Conghua District. Among them, the growth in Huangpu District reached 142%. The satisfaction survey after the complaint shows that the overall satisfaction in the first half of the year was 64.43%, up 3.98% from the same period last year. Yuexiu District has the highest satisfaction rate of 69.72%.
The Report's analysis of the five hot issues of urban governance complaints in the first half of the year shows that compared with the same period last year, air pollution and noise pollution complaints increased the most, by 82% and 70% respectively. Among them, the satisfaction with air pollution decreased by 3. 14%.
Complaints about air pollution mainly focus on five aspects: illegal emissions from enterprises, oil fume pollution, odor of paint plastics, motor vehicle exhaust and open burning garbage pollution.
According to the address map of complaint hotspots in the report, the number of air pollution complaints in Huangpu District increased the most year-on-year, accounting for 230%, mainly concentrated in Dongjie District, Hongshan Street and Xintang Town.
In terms of noise pollution, production noise, commercial noise, living noise and traffic noise are the main problems of public complaints. The number of noise pollution complaints in Conghua District increased the most year-on-year, which was 12 1%.
In addition, the report also makes a detailed analysis of the changes in various districts and the situation of streets and towns, which are three hot issues: night construction, illegal construction and occupation of roads. According to the report, the number of night construction complaints in Huangpu District increased the most, which was 155.438+0%. The number of complaints about illegal buildings in Yuexiu District increased the most, accounting for 67.89%. Zengcheng District's complaints about occupying roads increased the most year-on-year, accounting for 92.08%.
The report also analyzes the characteristics of administrative efficiency complaints caused by five hot issues. According to the report, the complaints about the administrative efficiency of illegal buildings account for the highest proportion of the total number of such problems, accounting for 5.24%, and the satisfaction is the lowest, accounting for 20.92%. Complaints about the administrative efficiency of buildings at night account for the lowest proportion.

According to the relevant person in charge of the Guangzhou Municipal Affairs Office, the 12345 hotline effectively solved the problems of "too many numbers, difficult to remember and unable to get through", realized the centralized acceptance of people's demands and optimized law enforcement resources. Through the standardized workflow of time-limited completion, coordinated supervision and satisfactory return visit, the functional departments will be promoted to effectively solve the demands of the masses. Pay a manual return visit to the work orders that the citizens are dissatisfied with, and urge the organizer to take a number of measures to deal with the work orders with tangible results, so that the improvement of people's livelihood can be seen and touched by the citizens, and the sense of gain and happiness of the citizens can be improved.
The hotline adopts the way of "early intervention and active coordination" to solve difficult and complicated problems involving the responsibilities and authority of multiple departments or cross-level and unclear jurisdiction. If the organizer cannot be determined through coordination, it shall be submitted to the Municipal Legislative Affairs Office or the Municipal Editorial Board Office for approval through the joint examination and approval mechanism to determine the main body responsible for undertaking.
In the first half of this year, the hotline actively coordinated and followed up 588 difficult issues such as urban component custody and ownership units and Great Wall broadband service dispute supervision units, and implemented the main responsibility. The organizer completed the project on time with a completion rate of 99.09%, which solved a series of problems strongly reflected by the public, such as broadband disputes, noise pollution and night construction, and responded to the public's expectations in time.
Guangzhou Municipal Affairs Office said that strengthening and innovating social governance is a complex systematic project. Guangzhou 12345 government service hotline still has great room for development in the exploration of social governance innovation.
