2014 Zhejiang Ruian Public Institutions Recruitment Announcement for Personnel with Master’s Degree or Above
Announcement on the recruitment of staff in public institutions with a master's degree or above in Ruian City in 2014

In order to deepen the personnel management of public institutions System reform, fully implement the "openness, equality, competition, merit-based" recruitment principles of public institutions staff, in accordance with the "Interim Regulations on Public Recruitment of Personnel by Public Institutions" (Order No. 6 of the Ministry of Personnel) and the "Regulations on Further Strengthening the Open Recruitment of Public Institutions" In accordance with the spirit of "Guiding Opinions" (Zheren Shefa [2012] No. 194), after research and decision, 38 staff of public institutions were openly recruited from the public. The relevant matters are now announced as follows:
1. Basic requirements for recruitment candidates
(1) Abide by laws and regulations and have good conduct;
(2) Good health, Have the physical conditions required for the recruitment position;
(3) Meet the household registration, age, education, major and other requirements required for the recruitment position.
2. Recruitment positions and other requirements
(1) For details of recruitment positions and requirements, please refer to the "2014 Ruian City Public Recruitment List of Staff Positions in Public Institutions with a Master's Degree or above" 》 (Attachment 1).
(2) The examination of professional qualifications for applications shall be carried out in accordance with the "2014 Ruian City Public Recruitment Methods for the Examination of Professional Qualifications of Staff in Public Institutions with a Master's Degree or above" (Annex 2).
(3) Official staff members of government agencies and public institutions who apply for the examination must provide proof of approval of the application by their unit and the competent department when registering.
(4) Full-time master’s and doctoral students in general universities cannot apply.
(5) Applicants who have returned from studying abroad must provide an overseas academic certificate from the Ministry of Education’s Service Center for Overseas Students () when registering. The relevant graduation time and the recognition of the major studied shall be based on the Ministry of Education’s China The certification of overseas academic qualifications issued by the Service Center for Overseas Students shall prevail.
(6) For positions whose household registration is required to be "Zhejiang Province", the candidates who can apply are: people with household registration in Zhejiang Province, graduates of Zhejiang full-time ordinary universities in 2014 with a master's degree or above, Zhejiang Non-Zhejiang graduates from full-time colleges and universities in the province with a master's degree or above in 2014. As of July 18, 2014, except for the above-mentioned persons and applicants whose household registration requirements are "National", other persons whose household registration is still being transferred are not allowed to apply. Applicants are asked to confirm their settlement status before registering.
(7) If the recruiting unit is approved to be a public institution managed with reference to the Civil Servant Law in the future, whether the personnel recruited this time can be transitioned to personnel of a public institution managed with reference to the Civil Servant Law shall be implemented in accordance with the relevant regulations of the superior.
3. Recruitment methods and procedures
(1) Registration
1. This recruitment adopts on-site registration. Applicants must register with their ID card, household registration booklet or household registration certificate issued by the public security department, an original copy of the graduation certificate (one copy) and one-inch color photo (three photos) with the same background and no hat.
Applicants must truthfully fill in and submit the "Ruian City Public Recruitment of Public Institution Staff Registration Form" (Annex 3) when registering.
2. Registration time: July 16, 2014 (Wednesday) to July 18, 2014 (Friday), 8:30-11:00 am, 14:30-17:30 pm.
3. For details of the registration address, please refer to the "2014 Ruian City Public Recruitment List of Staff Positions in Public Institutions with a Master's Degree or above" (Appendix 1). The registration consultation phone number is: 0577-65812877.
4. Each applicant is limited to one position. If the ratio between the number of applicants for the same position and the number of recruitment plans is less than 2:1, the number of recruitment plans will be reduced accordingly or the exam will not be held. The actual recruitment plan number of positions after the reduction is announced on the Ruian Talent Network. If the exam is not open for the position you applied for, candidates can apply for other qualified positions instead.
5. During the registration process, anyone who obtains registration qualifications by forging, altering documents, certificates or other improper means will be treated as fraud once discovered.
(2) Examination
The examination is conducted in the form of a structured interview. The full score of the exam is 100 points, and the exam results are calculated to two decimal places, and the remainder is rounded off. Those whose test scores are lower than 60 points will not be shortlisted for physical examination and inspection. The examination time and location will be notified separately. (3) Physical examination and inspection
Based on the examination results, the list of candidates for the physical examination will be determined from high scores to low scores in a ratio of 1:1 according to the recruitment plan. If the test scores are the same, an additional test will be taken.
The physical examination refers to the "Notice of the Zhejiang Provincial Department of Personnel and the Zhejiang Provincial Department of Health forwarded by the Ministry of Personnel and the Ministry of Health on the issuance of the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)" (Zhejiang Provincial People's Government [2005] No. 68) and The Ministry of Human Resources and Social Security and the Ministry of Health have implemented the standards "Revised General Standards for Physical Examination for Civil Servant Recruitment (Trial)" and "Physical Examination Operation Manual for Civil Servant Recruitment (Trial)".
The inspection shall be carried out in accordance with the standards of the "Zhejiang Provincial Civil Servant Recruitment and Inspection Work Rules (Trial)" (Zhejiang Renfa [2008] No. 58).
For those who fail the physical examination or inspection or voluntarily give up their qualifications, their vacant places will be filled in sequence from the highest score to the lowest score among the applicants for the position.
(4) Public announcement and employment
Personnel who pass the physical examination and inspection are determined to be the candidates for employment. The list of persons to be employed will be published on the Ruian Talent Network for 7 days and will be subject to social supervision. If there is any objection during the publicity period and it is verified after investigation that the recruitment conditions are not met, the employment qualification will be cancelled, and the vacancies for the position will be filled in order from high to low according to the examination results. For those who voluntarily give up their employment qualifications during the public announcement period, the vacancies for this position will be filled in order from high to low based on the total test scores. If there is no objection after the expiration of the publicity period, the recruitment procedures will be handled according to the prescribed procedures; if the recruitment procedures are not completed within the time limit, the employment qualification will be automatically waived.
All candidates must sign a public institution employment contract with the recruiting unit. Personnel appointment shall be based on the position and grade setting of the recruiting unit.
If any fraud or fraud is found during the recruitment process, once verified, the employment qualification will be cancelled, and the applicant will not be allowed to participate in the public recruitment examination of Ruian City public institutions for three years.
