Notice on seven measures, such as applying for travel agency to attract tourists from other provinces to Yunnan.

State (city) Cultural Tourism Bureau:

In order to implement the relevant measures in the General Office of Yunnan Provincial People's Government (Zheng Yun Ban Fa [2022]10, hereinafter referred to as "Recovery and Development Measures"), "Actively Attracting Foreign Tourists" and "Promoting High-level Planning", the Provincial Department of Culture and Tourism will launch the "Attracting Foreign Tourists to Yunnan Tourism Award" and "Overseas Marketing of Travel Agencies in Yunnan" The relevant matters are hereby notified as follows.

First, the applicant

(a) the travel agency to attract tourists from outside the province to Yunnan reward declaration

In 2022, we will participate in tourism associations and cultural tourism enterprises organized by provinces, prefectures and cities, and carry out marketing promotion activities outside the province.

Approved according to the procedure, in 2022, state and municipal people's governments and festivals with high tourist participation and more than 1 000 people will be held.

Second, the declaration procedure

(1) statement

According to the Measures for Recovery and Development, the reporting unit will declare through the "Sunshine Cai Yun-Netcom" platform (/ygyc/) within the specified time based on the principle of voluntary declaration and review. Among them, the application materials for travel agencies to attract tourists from outside the province to travel in Yunnan are submitted in accordance with the Application Requirements for Travel Agencies to Attract Tourists from Outside the Province to Travel in Yunnan (attachment 1), the application materials for overseas marketing awards for travel agencies in the province are submitted in accordance with the Application Requirements for Overseas Marketing Awards for Travel Agencies in the Province (attachment 2), and the application materials for supporting the development of travel agency groups are submitted in accordance with the Application Requirements for Supporting the Development of Travel Agency Groups (attachment 3). Travel agencies shall submit application materials in accordance with the application requirements for travel agencies to organize foreign tourists to enter Yunnan through chartered flight and special trains (Annex 4), and application materials for tourism associations and enterprises to carry out marketing activities outside the province shall be submitted in accordance with the application requirements for tourism associations and enterprises to carry out marketing activities outside the province (Annex 5). The state and municipal people's governments shall submit application materials according to the requirements of the state and municipal people's governments for reporting awards for holding large-scale festivals (Annex 6), and the application materials for reporting awards for marketing promotion of new media platforms shall be submitted according to the requirements for reporting awards for marketing promotion of new media platforms (Annex 7).

After the approval, notify the relevant enterprises to download and print the approved Declaration Form. After the designated place is stamped with a fresh stamp and signed by the legal representative, the state (city) Culture and Tourism Bureau will affix a fresh stamp and submit the paper version of the declaration form to the Provincial Department of Culture and Tourism.

(4) Provincial audit

The Provincial Department of Culture and Tourism entrusts a third-party organization to form an expert group to conduct provincial-level review and put forward expert review opinions through material review and spot check. According to the expert review opinions, the list of award-winning projects will be formed after publicity.

Three. Related requirements

(a) please state (city) Cultural Tourism Bureau attaches great importance to this work, widely publicize the policy through the local government portal or mainstream media, and actively expand the awareness rate, participation and coverage of the policy.

(II) please state (city) Bureau of Culture and Tourism timely notify and guide the units that meet the reporting conditions to actively participate in the supplementary reporting of awards, and do a good job in reviewing and submitting materials, and will not be accepted within the time limit.

(III) The preliminary declaration of the measures "Tourism associations and enterprises to carry out marketing activities outside the province" shall be organized and implemented by the state (city) Cultural Tourism Bureau.

(IV) The declaration of "large-scale festival activities and awards held by state and municipal people's governments" does not enter the "Sunshine Cai Yun Netcom" platform, and the paper version of the declaration materials shall be submitted directly to the Provincial Department of Culture and Tourism according to the declaration requirements.

(five) "new media platform to carry out marketing promotion award" approach to declare the audit, directly organized by the Provincial Department of Culture and Tourism.
