On February 23rd, 2024, the State Council approved Qingdao to become a new city for mainland tourists to Hong Kong and Macao. Since March 6, 2023, Qingdao has issued personal travel endorsements to and from China, Hong Kong and Macao. The opening of "individual travel endorsement" in Qingdao will simplify the procedures for going to China, Hong Kong and Macao, and Qingdao registered residents and residence permit holders can choose to apply for "individual travel endorsement" or "group travel endorsement" without submitting application materials.

From March 6th, 2024, Qingdao-China-Macau flight will be operated by Air Macau, four times a week. The flights from Qingdao to China and Hongkong are weekly 10 flights, operated by Shandong Airlines and Cathay Pacific Airlines respectively. From April 28th, 2024, Shandong Airlines will encrypt flights between China Mainland and Hong Kong, from 3 flights per week to 7 flights per week, and the Qingdao-China-Hong Kong route will reach 0/4 flights per week.
