Three, the provincial people's government should promulgate and implement the overall planning of tourism development in Hainan Province, and the people's governments at all levels should strictly implement the tourism planning. New construction, renovation and expansion of tourism projects and tourism facilities must conform to the tourism planning. The construction of tourism projects that need approval or approval, the relevant departments must seek the opinions of the provincial tourism authorities in writing before approval or approval. The vulgar scenic spots that do not conform to the tourism planning, are not submitted for approval according to law, and affect the tourism image of our province must be dealt with. Four, people's governments at all levels should further improve the tourism coordination mechanism, regularly study and coordinate the handling of major issues in the supervision of the tourism market. Tourism, industry and commerce administration, transportation, price, quality and technical supervision, health and other relevant departments should strengthen mutual cooperation in tourism law enforcement, establish a comprehensive law enforcement mechanism, strengthen law enforcement forces, and improve law enforcement efficiency. Five, people's governments at all levels should continue to intensify the investigation and punishment of illegal business activities in the tourism market, ban travel agencies that are not established according to law, and punish vehicle operators who have not obtained business qualifications to engage in tourism transportation and those who have not obtained tour guide certificates to engage in tour guide business. Strengthen the supervision of tourism contracts, investigate and deal with illegal acts of defrauding tourists according to law, and safeguard the legitimate rights and interests of tourism consumers.

The provincial tourism administrative department shall, jointly with the provincial administrative department for industry and commerce, study and make specific provisions for determining that travel agencies illegally transfer the right to operate tourism business in disguised form, comprehensively rectify the illegal contracting and linking behavior of travel agencies, and standardize the business behavior of travel agencies according to law. Six, the provincial people's government should strengthen the regulation of tourism prices in accordance with the relevant national laws and regulations on prices. Seven, the people's governments at all levels of labor and social security, industry and commerce administration, tourism, transportation and other departments should strengthen the supervision of travel agencies and other business entities and employees to sign and perform labor contracts, investigate and deal with violations of labor contracts. Travel agencies and other business entities should include the labor remuneration of employees in their operating costs, and correct the current practice that tour guides and long-distance bus drivers get paid through kickbacks. Eight, the provincial people's government should organize the formulation of local standards for the tourism industry, and the relevant departments of the people's governments at all levels should strengthen the supervision and inspection of the implementation of standards for tourism enterprises; It is necessary to standardize the quality behavior of tourism commodity production and sales enterprises, and punish illegal acts of quality and measurement according to law. Nine, people's governments at all levels should implement the decision of the provincial people's Congress on strengthening credit construction, promote the construction of tourism credit system, and strengthen the construction of tourism industry supervision team. To strengthen the education of honesty, law-abiding and professional ethics for tourism enterprises and employees, it is necessary to establish a system of honesty incentive and dishonesty punishment. Ten, the people's governments at all levels shall guide the establishment and improvement of tourism industry associations, and support the tourism associations to perform their duties according to law. The government and relevant departments should study and formulate relevant specific measures as soon as possible, and authorize or entrust tourism industry associations to engage in some aspects of coordination, training, qualification evaluation and supervision. All tourism associations should establish and improve the industry self-discipline system, and strengthen the self-discipline of tourism prices and the management of tourism quality. Eleven, the Standing Committee of the National People's Congress at all levels should strengthen the supervision of the people's government at the corresponding level to implement the relevant tourism laws and regulations, strengthen public opinion and social supervision, and promote the fundamental improvement of the tourism market order.
