3. Strengthen cooperation and learn from foreign countries.

In the process of tourism development and historic site protection, due to the importance of coordination and cooperation with urban construction, water conservancy, transportation, environmental protection and other departments, we can build a platform for cities to learn from each other, focus on the overall situation, and realize the sharing of talents, technology and other resources. Internationally, the development and utilization of canal tourism has a long history. There are many successful experiences in Suez Canal, Rhine River, Otaru Canal in Japan and Lido Canal in Canada. The funds allocated by the government every year plus special funds are far from meeting the actual needs. This phenomenon is common in the area where the motorcade passes all the way. "Without money, many well-conceived plans and measures cannot be implemented, and some are even postponed indefinitely."

Most of the stone carvings at 17 in Qing Yan Park in Huai 'an are still in the open air, eroded by the sun and rain, and no protective measures have been taken. There are also some cultural relics unearthed near the former site of the Qing Dynasty Governor's Office in the backyard. Another example is Linqing, Shandong Province, which is known as the "Northern Canal City". Many ancient buildings with great historical value, due to the lack of unified management or temporary use, have become retail stores for small vendors, billiards clubs for residents and so on. Due to the lack of sufficient funds, a large number of historical relics can not be effectively protected, which is a sad helplessness.

For example, Hangzhou's total investment in comprehensive insurance is tens of billions, and it is definitely unsustainable to rely solely on government investment. However, through the idea of "market-oriented financing and diversified investment", the enthusiasm of the Canal Group and the four urban areas was fully mobilized, and the self-seeking balance was basically achieved. In addition, on the issue of raising funds for cultural relics protection, the members of the practice team also heard some new ideas during their visits to experts and scholars, such as exploring the development of cultural relics protection management leasing system under all conditions of the country, private enterprises investing in the construction of collections, encouraging social personnel to donate money and so on.

4. Appeal to the public's sense of identity in seeking the roots of the canal tourism culture.

From the perspective of humanistic value alone, the Grand Canal is no less than the Great Wall, and its greatness even exceeds that of the Great Wall. But why has the visibility and attention of the Grand Canal been far lower than that of the Great Wall in reality for a long time? Through investigation, we realize that this involves people's sense of identity with the symbol of the canal, and masculine things are more likely to attract people's attention. Since ancient times, there has been a saying that you are not a hero until you reach the Great Wall, and people prefer to find a sense of conquest in tourism. When you arrive at the Great Wall, you will have an uncontrollable sense of conquest and accomplishment. What's more, we have always paid more attention to the propaganda that the Great Wall is a symbol of the Chinese nation. The Grand Canal, more like a gentle, docile and kind mother, has been paying maternal love in obscurity for thousands of years. This kind of emotion is gentle and implicit, and it is often easy to be understood.

1. The public's attention to the canal needs to be improved.

The members of the practice team selected four typical cities along the canal to conduct on-the-spot questionnaire survey, and 547 questionnaires were collected for statistics. There is only one question, "Do you know that the Beijing-Hangzhou Grand Canal is going to declare a world heritage?" The survey results are not ideal (see photo).

According to the statistical results, urban residents at the north and south ends of the Grand Canal know a lot about this. 7 1.5% of the respondents in Hangzhou and 60% in Tongzhou district of Beijing said they knew or heard of it. The same data is only 33.4% in Linqing, and many citizens don't even know what "applying for a legacy" is. When asked about their attitude towards the application for the canal heritage, most people in the four regions said it was necessary. The application for the canal heritage will help arouse the public's social awareness of the multiple values of the canal and drive all sectors of society to participate in the protection of the canal. There are also different voices that think it is unnecessary. They believe that protection lies in practical actions. Instead of spending more money, it is better to invest time and money in solving problems closely related to the lives of ordinary people.

2. Facing up to the historical and cultural value of the canal is the premise of all development and protection.

Propaganda and guidance should be strengthened to make the public know that the Grand Canal has actually laid a solid foundation for the formation and stability of China's reunification and made great contributions to enhancing the cohesion and centripetal force of the Chinese nation. History also proves that the attention, protection, construction and utilization of the Grand Canal are relatively best in times of peace and prosperity; Whenever national strength declines and political corruption occurs, the situation of the Grand Canal is often the worst.
