Divided into three stages;

First, the initial stage: (1978- 1987) Tourism is in the initial stage, which has realized the transformation from "foreign affairs reception" to economic foreign exchange earning. It is characterized by no marketization, belonging to planned quota, short supply, and foreign affairs promoting internal affairs.

Second, the stage of development (1987- 1992) Tourism is in a stage of rapid development, which has experienced the development process from a single inbound tourism and domestic tourism market to three major markets: inbound tourism, domestic tourism and outbound tourism. It is characterized by the gradual maturity of the market, fierce competition and oversupply.

Third, in the stable stage (1992- up to now), inbound tourism has gradually matured, and group tourism has grown slowly, breaking the seller's market and now it has entered a stable development stage. From state restrictions to discouragement, outbound tourism has just emerged and will rise sharply in the future.
