Chapter III Measures for the Administration of Urban Public Toilets Construction and Maintenance and Management of Urban Public Toilets

Eleventh city public toilets construction and maintenance management, according to the following division of labor, respectively, by the city environmental sanitation unit and the relevant units responsible for:

(a) the public toilets on both sides of the urban primary and secondary roads shall be in charge of the management units designated by the administrative department of environmental sanitation of the urban people's government;

(two) the market management unit is responsible for the public toilets in various markets in the city;

(three) the management unit is responsible for the construction and renovation of public toilets in residential buildings and residential quarters;

(four) the public toilets in scenic spots and tourist attractions shall be in the charge of the competent departments or business management units;

(five) the public toilets attached to public buildings shall be the responsibility of the property rights unit.

The units listed in the second, third and fourth items of the preceding paragraph of this article may sign an agreement with the urban environmental sanitation unit to entrust its construction and maintenance management.

Twelfth new public toilets should be mainly flush toilets. The original dry toilets that do not meet the hygiene standards should be gradually transformed.

Thirteenth theaters, shops, restaurants, stations and other public buildings are not equipped with public toilets or the existing public toilets and their sanitary facilities are insufficient, they should be built, expanded or rebuilt according to the requirements of the administrative department of environmental sanitation of the people's government of the city.

Article 14 The design and installation of public toilets and sanitary facilities attached to public buildings shall conform to the relevant national and local standards.

Fifteenth of the seriously damaged or disrepair of public toilets, in accordance with the provisions of Article 11 of this chapter, by the relevant units responsible for the transformation or reconstruction, but the demolition and reconstruction should first build temporary public toilets.

Article 16 When an independently set urban public toilet is completed, the construction unit shall notify the competent administrative department of environmental sanitation of the urban people's government or its designated department to participate in the acceptance. Those who fail the inspection shall not be delivered for use.

Seventeenth city public toilet property units should be in accordance with the "Regulations" of urban construction archives management, do a good job in public toilet archives management. Public toilets with non-single property rights shall be managed by the relevant units designated by the administrative department of environmental sanitation of the city people's government.
