Article 2 These Measures shall apply to the activities related to promoting the development of tourism within the administrative area of this Municipality. Special funds for tourism development are mainly used for tourism planning, publicity and promotion, reward and support, education and training, and the construction of public service facilities. Article 5 The people's governments at or above the county level shall strengthen the leadership of tourism work, establish a comprehensive coordination mechanism and perform the following duties:

(1) Propose policies and measures to guide and support the development of tourism;

(2) organizing the compilation and implementation of the overall planning and special planning for tourism development;

(3) coordinate and solve major problems in the development of tourism, such as the construction of key tourism projects, the construction of tourism public service facilities, the reform of tourism management system, tourism cooperation and administrative law enforcement;

(4) to review the plans and schemes of tourism promotion, tourism talent training and major tourism festivals;

(8) regularly check the facilities, items and contents of tourism services, and make evaluation on the quality of tourism services;

(9) to urge the implementation of major issues in tourism development;

(1) to announce to the public information such as tourism complaints, early warning and forecast, catalogues of key construction projects and fine line products, service quality, and the use of special funds for development. Seventh people's governments at or above the county level shall establish a tourism human resource development and management mechanism, strengthen the construction of tourism colleges and tourism majors, and promote the training and exchange of tourism talents.
