Legal analysis: Jinan-Zaozhuang high-speed railway, referred to as Jizao high-speed railway for short, is a tourist high-speed railway channel, and it is one of the "six vertical" high-speed railway networks planned in the Medium and Long-term Development Plan of Shandong Comprehensive Transportation Network (20 18-2035), connecting Jinan Spring, Tai 'an Taishan, Qufu Confucius, Zoucheng Mencius, Tengzhou Mozi, Weishan Lake Wetland Red River Scenic Area and Taierzhuang in series.

The railway from Jinan to Zaozhuang is located in the south-central part of Shandong Province, starting from Jinan, passing through Tai 'an, Qufu, Zoucheng and Tengzhou, and Zaozhuang to the central area of Taierzhuang. The total length of the main line is 265.57 kilometers, the newly-built main line is 260.32 kilometers, and the existing project is 5.25 kilometers. Jinan East Station, Ganggou Station, Jinan Nanshan Station Station, Tai 'an East Station, Ningyang East Station, Qufu East Station, Zoucheng East Station, Tengzhou East Station, Zaozhuang South Station and Taierzhuang Station all have 10 stations.

Legal basis: Measures for the Administration of Railway Construction

Article 1 In order to strengthen the management of railway construction, standardize railway construction behavior and improve the level of railway construction, these Measures are formulated in accordance with People's Republic of China (PRC) Railway Law, People's Republic of China (PRC) Bidding Law, Regulations on Quality Management of Construction Projects, Regulations on Management of Survey and Design of Construction Projects and other laws and regulations.

Article 2 The term "railway construction" as mentioned in these Measures refers to all construction activities such as project decision-making, survey and design, project implementation and completion acceptance of newly-built or rebuilt railway construction projects.

Article 3 These Measures shall apply to railway construction activities in People's Republic of China (PRC).
