Chapter 6 Development and Utilization of the Ecological Environment Protection Regulations of the Lijiang River Basin in Guangxi Zhuang Autonomous Region

Article 48 The development and utilization of water, land, forests, caves, mountains, islands, wetlands, tidal flats and other natural resources within the ecological environment protection scope of the Lijiang River Basin shall comply with the ecological environment protection plan of the Lijiang River Basin .

Article 49 Construction projects shall comply with the ecological environment protection plan of the Lijiang River Basin. If it does not comply with the plan, construction shall not be approved.

No new buildings or expansions are allowed within 100 meters on both sides of the management range of the main stream of the Li River. Among them, the construction of the Lijiang River Scenic Area shall be carried out in accordance with the overall plan of the Lijiang River Scenic Area, and no new or expanded buildings shall be built within the visible range on both sides of the river management scope. However, agricultural irrigation facilities, ecological environment protection facilities, waterway facilities, and newly built and expanded port facilities are excluded.

Article 50 Construction projects on both sides of the main stream of the Li River and major tributaries such as the Taohua River, Xiaodong River, and Yulong River shall comply with the following regulations:

(1) Submit ecological assessment and Environmental impact assessment documents of countermeasure content;

(2) Formulate and implement ecological environment protection measures if they have an impact on the ecological environment;

(3) Do a good job in restoring the ecological environment in accordance with the law .

Article 51 The layout, height, volume, shape, style and color tone of construction projects planned on both sides of the Li River and in scenic areas should be in harmony with the surrounding natural landscape and environment.

Article 52 Those who are approved to engage in road construction, water conservancy and electric power projects within the ecological environment protection scope of the Lijiang River Basin shall take effective measures to protect the scenery and surrounding forests, plants, water bodies and landforms. , must not cause pollution and damage. After the project is completed, the construction site should be cleaned up in a timely manner and the vegetation and environment should be restored to their original appearance.

Article 53 If the ecological environment of the Lijiang River Basin is damaged due to development and construction, the competent departments of the people's governments at or above the county level shall order it to be rectified within a time limit according to their authority; if the development and construction unit fails to rectify the damage within the time limit, the people's government at the same level shall order It was decided to stop development and construction.

Article 54 People’s governments at all levels in the Lijiang River Basin shall, based on local agricultural resources and agricultural environmental conditions, rationally arrange and adjust the agricultural industrial structure, develop ecological agriculture, reduce agricultural pollution, and protect and improve the agricultural ecological environment. .

Article 55: Cage aquaculture and other large-scale aquaculture that may cause water pollution are prohibited in water bodies within the protection scope of the main stream, main tributaries, sources and reservoirs of the Li River; Breeding production should limit the scale, protect the ecological environment of water areas, and prevent water pollution.

Cultivation of unapproved alien aquatic species is prohibited in the Lijiang River Basin.

Article 56 The development of tourism in the Lijiang River Basin should be based on the ecological environment carrying capacity, and the determination of tourist attractions, routes, and projects should meet the requirements of ecological environmental protection in the Lijiang River Basin. Enterprises operating catering, entertainment, hotels and other services in the Li River Basin should adopt technologies, equipment and facilities that save energy, water, materials and are conducive to protecting the ecological environment.

The development of hiking routes and projects along the Yangdi to Xingping section of the main stream of the Li River should be restricted and regulated.

Article 57 Ships, rafts, kayaks and other water-carrying vehicles within the Li River Scenic Area shall comply with safety technical specifications and implement total volume control. Relevant government departments should strengthen guidance, supervision and services to maintain tourism order and ensure the safety of tourists.

Article 58 Tourists entering the ecological environment protection area of ????the Lijiang River Basin shall care for the tourism environment and tourism facilities, abide by tourism order and safety and health regulations, and shall not discard waste at will to pollute the environment.

Article 59: Li River cruise ships and other vessels should use environmentally friendly fuel, energy-saving and environmentally friendly power, and environmentally friendly tableware, and collect waste in a centralized manner for harmless treatment.

Pleasure boat terminals should build facilities for recycling ship pollutants and implementing harmless treatment; they should entrust qualified pollutant receiving units to handle ship pollutants.

Article 60 Photography, teaching and scientific research, visits and inspections, rock climbing and other activities along the Lijiang River and in scenic spots must abide by various management systems, protect the ecological environment, and prohibit acts that damage the ecological environment.
