Article 2 Units and individuals who travel and engage in tourism business and management activities within the administrative area of ??this city shall abide by these regulations. Article 3 The term “tourism resources” as mentioned in these Regulations refers to natural resources, humanistic resources and other social resources that have tourism development and utilization value and can produce economic, social and environmental benefits.
The term "tourism industry" as mentioned in these Regulations refers to the comprehensive use of tourism resources and facilities to provide tourists with services such as sightseeing, vacation, transportation, accommodation, catering, shopping, entertainment, tourism business conferences and exhibitions, and tourism information. sex industry.
The term "tourism operators" as mentioned in these Regulations refers to travel agencies, tour guide service companies, tourist attractions (spots), tourist resorts, tourist hotels, tourist family hotels, tourist vehicle and ship companies, tourist ropeway companies, tourist shopping Venues, tourism, leisure and entertainment venues, travel network companies, travel route operators and other units and individuals engaged in tourism business activities. Article 4 The tourism administrative departments of the municipal and county (city, district) people's governments are responsible for the comprehensive coordination, public services, supervision, management and guidance of the tourism industry within their respective administrative regions.
The tourism quality supervision agency affiliated to the tourism administrative department is specifically responsible for the supervision and inspection of tourism quality and the handling of tourism complaints. Relevant administrative departments should coordinate and manage the tourism industry within the scope of their respective responsibilities. Chapter 2 Promotion and Development of Tourism Article 5 Municipal and county (city, district) people's governments shall incorporate tourism development into the national economic and social development plan, and gradually increase tourism in the annual fiscal budget based on the financial situation at the same level. Develop special funds, focusing on tourism infrastructure construction, tourism image promotion, development of specialty tourism products, and construction of tourism service systems. Article 6: Municipal and county (city, district) people's governments shall optimize the tourism market development environment and establish a system for standardizing tourism management and accountability. Article 7 The municipal and county (city, district) people's governments shall provide encouragement and support for the following matters:
(1) Investment in major tourism projects in this city;
(2) Create literary and artistic works with the city's historical and cultural connotations and unique characteristics, and develop and produce special tourist products and souvenirs;
(3) Use the city's tourism resources to undertake international, national and provincial tourism Large-scale activities such as conferences, expos, theatrical performances, sports events, and scientific and technological exchanges;
(4) Relying on industry, agriculture, forestry, sports, science and technology, culture, cultural relics, education and health and other resources to develop Tourism products, create tourism brands, develop industrial and agricultural sightseeing tours, landscape ecological tours and other special tourism projects;
(5) Use local educational resources to promote tourism scientific research, teaching and vocational training, and cultivate tourism professionals , to improve the quality of tourism employees. Article 8: State agencies, institutions and social groups may entrust travel agencies to handle transportation, accommodation, catering and other matters during official activities in accordance with relevant national regulations. Article 9 The tourism administrative department shall establish and improve the tourism information network management system and holiday travel forecast system, and promote the construction and application of the tourism destination marketing system.
The tourism administrative department shall regularly release relevant tourism information to the public, and set up tourism information multimedia in airports, railway stations, city squares, tourist attractions (spots), tourism distribution centers and other places where tourists are relatively concentrated. facilities to provide information and consultation services to tourists. Article 10: Culture, foreign affairs, cultural relics, gardens, ethnic and religious administrative departments and news units shall cooperate with the tourism administrative department in the publicity and promotion of tourism resources. Chapter 3 Development and Protection of Tourism Resources Article 11 The tourism administrative department shall, in conjunction with planning, land, construction, culture, cultural relics, environmental protection, forestry, ethnic and religious and other relevant departments, in accordance with the protection and utilization of cultural relics, ecological environment and natural resources. principles to prepare tourism development plans.
Tourism development plans shall be submitted to the people's government at the same level for approval; if they span counties (cities, districts), they shall be prepared by the municipal tourism administrative department in conjunction with relevant departments and submitted to the municipal people's government for approval.

Article 12 If a tourism resource development and construction project may have a significant impact on the production and life of citizens, legal persons and other organizations, and if other construction projects have a significant impact on the protection of tourism resources, the construction project approval department shall listen to the opinions of relevant stakeholders. Opinions; major matters involving public interests should be announced to the public, and hearings should be held to listen to opinions from all parties. Article 13: Any unit or individual is prohibited from discharging sewage, dumping garbage, illegal quarrying, mining, sand dredging, logging and other acts that damage tourism resources in tourist attractions (spots).
Operators of tourist attractions (spots) shall fulfill their obligations to protect natural landscapes, cultural landscapes and historical and cultural heritage in accordance with the law. Article 14: Units, individuals and foreign investors are encouraged to invest in the development of tourism resources and operate the tourism industry in accordance with the law, and their legitimate rights and interests are protected by law.
The assignment and transfer of tourism resource management rights shall comply with the provisions of relevant laws and administrative regulations.
