Can special police officers travel abroad?

Of course it is troublesome for police officers to go abroad. They are a special profession.

In 2003, the central government issued the "Interim Provisions on Strengthening the Management of State Employees Going Abroad (Border) for Private Matters", so go check it out.

There must be corresponding notices from various places, and exits require hierarchical approval.
