(1 ) Acceptance Department Mainland residents’ applications for travel passes and endorsements to Hong Kong and Macao must be accepted by the exit-entry administration department of the public security bureau in the place where their permanent residence is located, except for the following circumstances:

1. Mainland residents applying to go to Hong Kong or Macau for business must The application shall be accepted by the exit and entry administration department of the public security bureau where the employer is located.

2. Mainland residents’ applications for employment in Hong Kong or Macao through labor service companies must be accepted by the exit and entry administration department of the public security bureau at or above the prefecture level (including prefecture level, the same below) where the labor service company is located.

3. Applications by military personnel to go to Hong Kong or Macau must be accepted by the exit and entry administration department of the public security bureau where the military or work unit is located.

4. Mainland residents who hold a travel permit to and from Hong Kong and Macao and a stay endorsement and are in Hong Kong or returning to the mainland can apply for a travel permit to and from Hong Kong and Macao and a stay endorsement again through their original stay endorsement acceptance and approval department or the Guangdong Provincial Public Security Department Shenzhen The Entry-Exit Visa Office (hereinafter referred to as the Shenzhen Visa Office) accepts applications.

5. Mainland residents who hold a travel permit to and from Hong Kong and Macao and a stay endorsement, and when in Macao or returning to the mainland, apply for a travel permit to and from Hong Kong and Macao and a stay endorsement again, or apply for other endorsements to go to Hong Kong, their original stay endorsement can be processed and approved. (2) Application conditions Mainland residents applying for travel permits and endorsements to Hong Kong and Macau must meet one of the following conditions:

1. Visiting relatives. Visiting relatives who are settled, studying or employed in Hong Kong or Macau. "Relatives" means: spouse, parents or spouse's parents, children, brothers and sisters. The applicant’s spouse and children can apply together.

2. Business. (1) Being dispatched by the unit to go to Hong Kong or Macau for business. "Units" refer to: enterprises and their branches that are registered as independent legal persons by the national industrial and commercial administration department, or units that have undergone tax registration with the national taxation department and have production and operations, as well as the permanent representative offices of overseas enterprises in the mainland. To apply for a three-month or one-year multiple business visa, the employer must register with the local public security bureau’s exit and entry administration department in advance. Each locality shall formulate specific registration and filing methods and approval conditions based on the actual conditions of the region, and publish them to the public. (2) Individual industrial and commercial operators go to Hong Kong or Macau for business. (3) Personnel who drive special vehicles between the Mainland and Hong Kong or Macao.

3. Team travel. Participate in a group tour organized by a travel agency designated by the National Tourism Administration to travel to Hong Kong or Macau.

4. Personal travel. Upon approval, individual permanent residents can travel to Hong Kong or Macau.

5. Others. (1) Apply to go to Hong Kong or Macau for special reasons such as medical treatment, funeral, litigation, examination taking, handling of industry, academic exchanges, etc. (2) Mainland residents studying and working in Macao apply to go to Hong Kong.

6. Stay. Persons who are studying, employed, or training in Hong Kong or Macao and their relatives approved by the relevant departments of Hong Kong or Macao.

(3) Application materials

1. Completely filled out "Application Form for Mainland Residents Traveling to Hong Kong and Macao" (hereinafter referred to as Application form, please see attachment 1 for the format).

2. Proof of identity of the applicant. Mainland residents are required to submit their original household registration book and resident ID card for verification (applicants under 16 years old only need to submit their household registration book for verification; military personnel only need to submit their identity certificate) and submit copies.

3. Certification materials corresponding to the reason for application.

4. Opinions from the work unit or public security police station.

5. Those who hold a valid travel permit to and from Hong Kong and Macao must submit a travel permit to and from Hong Kong and Macao.

(4) Certification materials corresponding to the purpose of application

1. Visiting relatives. The original certificate that can prove the kinship relationship must be submitted for inspection, and a copy must be submitted, as well as a copy of the Hong Kong or Macao resident identity card or proof of employment or study in Hong Kong or Macao of the relative being visited.

Visiting relatives who have settled in Hong Kong or Macao, and applying again within one year to visit the same relative in Hong Kong or Macao are exempt from the need to submit a kinship certificate.

2. Business. (1) Personnel from the unit who are dispatched by the unit to go to Hong Kong or Macau for business and who have gone through registration and filing must submit a registration and filing certificate and dispatch letter; personnel from the unit who have not gone through registration and filing must submit a copy of the annual inspection of the industrial and commercial business license or relevant registration Certificate and original copy of tax registration certificate, social insurance certificate, and submit copies and dispatch letter. (2) Individual industrial and commercial operators who apply to go to Hong Kong or Macau for business must submit a copy of the annual inspection of the industrial and commercial business license and the original tax registration certificate, and submit copies.

(3) For those who drive special vehicles between the Mainland and Hong Kong or Macao, the certification materials required to be submitted shall be separately stipulated by the Exit-Entry Administration Office of the Guangdong Provincial Public Security Department and reported to the Exit-Entry Administration Bureau of the Ministry of Public Security for filing.

3. Team travel. The original travel expense invoice issued by the travel agency designated by the National Tourism Administration must be submitted for inspection and a copy must be submitted.

4. Personal travel. Submission of supporting documents corresponding to the reason for application is exempted.

5. Others. (1) If you apply to go to Hong Kong or Macau for special reasons such as medical treatment, funeral, litigation, examination, handling of industry, academic exchanges, etc., you must submit original supporting materials corresponding to the purpose of application and submit copies. (2) Mainland residents studying or working in Macao who apply to go to Hong Kong must submit their original travel permit to and from Hong Kong and Macao and stay endorsement, and submit copies. Persons employed in Macao must also submit proof of travel to Hong Kong from the employer in Macao.

6. Stay. (1) Those who go to Hong Kong for study, employment, training and their relatives must submit the original of the corresponding entry permit issued by the Hong Kong Immigration Department and submit a copy. (2) To study in Macao, you must submit the original "Confirmation of Admission Certificate" and the "Admission Notice from Macao Higher Education Institutions" issued by the Macao Higher Education Assistance Office, and submit a copy. To seek employment in Macao, you must submit the "Forecast List of Non-local Workers Employed" issued by the Immigration Affairs Department of the Macao Public Security Police Force or the original approval document with the applicant's name issued by the Macao Department of Social Affairs and Culture or the Secretary of Economy and Finance, and submit a copy. Relatives of persons seeking employment in Macau must submit the original approval notice issued by the Immigration Affairs Department of the Macau Public Security Police and submit a copy. (3) If you apply for employment in Hong Kong or Macao through a labor service company, you must also submit a copy of the Ministry of Commerce's "Approval Form for Labor Cooperation Projects in the Hong Kong and Macao Special Administrative Regions." (4) If the validity period of the stay endorsement on the travel permit to and from Hong Kong and Macao expires, you can continue to apply for stay in Hong Kong or Macao. Among them, those who study, work, or train in Hong Kong and their relatives must submit the original extension permit issued by the Hong Kong Immigration Department and submit a copy; those who study in Macao must submit a certificate of enrollment issued by a Macao institution of higher learning; those who work in Macao , must submit the renewal list with the name of the applicant approved by the Immigration Affairs Department of the Macao Public Security Police Force or the original approval document with the name of the applicant issued by the Macao Department of Social Affairs and Culture or the Secretary of Economy and Finance, and submit a copy; Relatives of employed persons in Macao must submit the original approval notice issued by the Immigration Affairs Department of the Macao Public Security Police and submit a copy.

(5) Opinions of the work unit or the public security police station

The opinions are signed by the work unit or the public security police station where the permanent residence is located. The opinions can be directly filled in the corresponding column of the application form and Stamped with official seal, it can also be issued separately. Opinions should include the following contents: whether the information filled in the application form is true, whether the applicant is legally prohibited from leaving the country, and whether the applicant is allowed to go to Hong Kong or Macau (if not, the reasons must be stated). The specific requirements are as follows:

1. For national staff, the organization’s personnel department shall issue opinions based on the cadre management authority.

2. For personnel of state-owned enterprises and public institutions, opinions shall be issued by the personnel or security department of the unit where they work.

3. For students in universities and middle schools who are over 16 years old, their schools will issue opinions.

4. For military personnel, opinions shall be issued by their military units or work units.

5. For other personnel, opinions shall be issued by the public security police station where their permanent residence is located. According to these regulations, if you apply for travel to and from Hong Kong or Macao to the exit-entry administration department of the public security bureau in the place where your permanent residence is located, the exit-entry administration department of the public security bureau will conduct verification with the exit-entry administration department of the public security bureau in the place where the applicant has a permanent residence. 6. Those under the age of 16 are exempt from submitting opinions to their workplace or public security station.

7. Mainland residents whose permanent residence is in areas where "passport application on demand" is implemented and who are not registered personnel or military personnel are exempt from submitting opinions from their work units or public security police stations.

(6) Acceptance content

1. The exit and entry administration department of the public security organ will only accept applications for travel passes and endorsements submitted by the individual, except for the following circumstances:

< p>(1) If the applicant is under 16 years old or over 60 years old, the principal can apply on his behalf. (2) Persons who apply for endorsement for the same purpose again at the same acceptance department and hold the same permit for travel to and from Hong Kong and Macao can apply for it on their behalf, but this does not include applications for business endorsements in other places. (3) Applicants who go to Hong Kong or Macao for employment through a labor service company, and who apply for travel passes and endorsements to and from Hong Kong and Macao again during their employment in Hong Kong or Macao, must apply on their behalf through a labor service company designated by the Ministry of Commerce. (4) Mainland residents holding stay visas in Hong Kong or Macau can apply through China Travel Service in Hong Kong or Macau.

2. Verification of application materials.

The accepting personnel should carefully check the applicant's identity certificate, check whether the application form is filled out completely, whether the opinions issued by the work unit or the public security police station are standardized, and whether all types of application materials are complete. They should also check whether the applicant holds a valid travel permit to and from Hong Kong and Macao, and whether he or she belongs to Whether the registered person is a person who is not legally allowed to leave the country, or whether he is a person who is restricted from traveling to Hong Kong or Macau. If there is any doubt, necessary inquiries should be made. After inspection, those who do not meet the application conditions will not be accepted, and the reasons will be given to the applicant; if the application conditions are met, but the application materials are incomplete and non-standard, the applicant should be required to supplement the missing materials. After the photocopied materials submitted by the applicant are verified to be consistent with the originals (excluding originals that are exempted from submission), the photocopies will be stamped with the stamp "Verified and Correct with the Originals" and signed.

3. Submission of application materials. After the acceptance department has reviewed and issued an opinion, it will submit the accepted application materials to the approval department.
