Judging from the current development situation, the author thinks that Hebei, as a provincial region, the key is to change its thinking and develop three major sectors.

First, Hebei needs to have pragmatic thinking and accelerate heavy industrialization. The key to the slow economic development in Hebei in the past two years lies in the slow industrial growth, which directly dragged down the economic growth in Hebei. Hebei province should determine the development strategy according to the development characteristics and resource endowment at the present stage. At present, Hebei is basically in the middle stage of industrialization, with both energy resources and port resources. Its previous development was mainly based on steel, which is an industry with high energy consumption. This is the actual situation in Hebei, and we can't avoid these basic conditions to talk about the development of Hebei. Of course, Hebei should also mention transformation and upgrading, but Hebei should clearly see that even developed provinces like Guangdong, Shanghai and Zhejiang have not made much progress in transformation and upgrading. Shanghai, Guangdong, Zhejiang and other places, under the banner of "developing marine economy", continue to promote industrial re-industrialization. Therefore, for Hebei, which has a port, hinterland and foundation, it is still necessary to regard heavy chemical industry as the main choice for development. The quantity can be reduced through mergers and acquisitions, but the scale should not be reduced. As the roof of China's economic world, Beijing and Tianjin will have higher requirements for industry and a higher proportion of service industry. However, in such a large economic region, there must be a region to carry more heavy chemical industry and support the basic framework of the roof of the world, China. This area belongs to Hebei. As for the environmental pressure that heavy chemical industry may bring, it is not the problem of heavy chemical industry itself at all, but the problem of management and technology. In addition, with the investment in environmental protection and energy saving and emission reduction technologies, Hebei will support the development of strategic emerging industries. This can kill two birds with one stone, promote the upgrading and development of traditional heavy chemical industry, and also promote the development of strategic emerging industries in Hebei.

Second, Hebei should develop as three provinces. Hebei Province is the most special province in China. Because of the existence of Beijing and Tianjin, Hebei's economic map is objectively cut into three parts: Langfang, Chengde, Zhangjiakou and Baoding, all around the capital; Tangshan, Qinhuangdao and Cangzhou around Bohai Sea; South-central Hebei with Shijiazhuang as the center. In essence, it is difficult to promote the development of these three sectors with an overall provincial thinking, and they should be developed as a province respectively. In other words, according to the different characteristics of these three regions, we should adopt the idea of classified guidance to lay out the regional economic development. For example, the GDP of Tangshan, Cangzhou and Qinhuangdao in the coastal areas is very small compared with that of Tianjin, so we can try our best to catch up with or narrow the gap with Tianjin through concentrated efforts and staggered development [- 1.03%]. Langfang, Chengde and other economic belts around the capital should seize the opportunity that Beijing's big cities are terminally ill and resources begin to overflow, and vigorously develop satellite cities that undertake industrial transfer and are ecologically livable. The central and southern areas of Shijiazhuang and Hebei should seize the opportunity of the opening of high-speed rail and the great improvement of infrastructure, accelerate the integration with Jinan, Taiyuan and Zhengzhou economic circles, promote the eastern capital to move eastward, and become a new regional economic center. Strive to become one of the North China Triangle except Beijing and Tianjin.
