Article 1 In order to meet the needs of China's tourism development, improve the service level of tourism reception, and standardize China's inland river tourist boat market, according to the spirit of relevant documents of the State Council, the national inland river tourist boats are rated as stars. Article 2 Inland river tourist ships refer to passenger ships that have the ability to operate for more than 24 hours in China's inland waters, mainly receiving tourists and providing accommodation and entertainment services. Article 3 The star rating of inland river tourist boats indicates the consistency and satisfaction of the construction, decoration, facilities and equipment, service items and service levels of tourist boats with different consumption levels. Article 4 The National Tourism Administration shall set up a national inland river tourist ship star rating committee to organize and manage the star rating work of inland river tourist ships in a unified way. Article 5 The National Committee for Star Rating of Inland River Tourist Ships shall be responsible for organizing the star rating of inland river tourist ships nationwide; According to the standard requirements, organize the star evaluation and inspection of tourist ships every year; Responsible for the training, assessment, certification and review of star inspectors of tourist ships. The tourism bureaus of relevant provinces, autonomous regions and municipalities directly under the Central Government shall participate in the star rating of tourist ships in a unified organization. Article 6 The star rating of inland river tourist boats shall be carried out in accordance with People's Republic of China (PRC) and the national standard "Star Rating and Classification of Inland River Tourist Boats" (GB/T 15732- 1995). Article 7. All tourist boats that meet the requirements of ship construction specifications and are approved by the Ministry of Communications to operate in inland rivers or lakes in People's Republic of China (PRC) can participate in star rating. Article 8 A tourist ship that has been put into operation for less than one year after approval can be rated as a preliminary star, and a tourist ship that has been put into operation for one year (including one year) can be officially rated as a star. Article 9 The star rating of inland river tourist boats shall be comprehensively evaluated according to the construction, decoration, equipment and facilities, maintenance, management level, service quality standards and service item setting of tourist boats. Article 10 The star rating of inland river tourist boats adopts a comprehensive evaluation method that combines the necessary conditions required by inspection standards with inspection and scoring according to the evaluation rules formulated by the National Tourism Standardization Technical Committee.

Article 12 A tourist ship applying for star rating can't be rated as a star if it doesn't reach the score specified in Detailed Rules for Evaluation of Facilities and Equipment, Detailed Rules for Evaluation of Maintenance of Facilities and Equipment, Detailed Rules for Evaluation of Cleanliness or the score rate specified in Detailed Rules for Evaluation of Guests' Opinions. Article 13 The National Tourism Administration shall be responsible for publishing the names and stars of tourist ships rated as stars at home and abroad, and require tour groups organized by travel agencies to take star-rated tourist ships. Article 14 After a tourist ship obtains a star rating, it is necessary to close the service facilities and equipment specified in the star rating standard, or cancel or change the service items specified in the star rating standard, and it must be reported to the National Inland River Tourist Ship Star Rating Committee for approval. Article 15 If a tourist ship whose star rating has not reached the star rating standard, the National Star Rating Committee for Inland River Tourist Ships will give the following punishments: verbal reminder, written warning, informed criticism, temporary reduction of star rating, rectification within a time limit, reduction of star rating and cancellation of star rating. Article 16 All inland river tourist boats in China shall be inspected by star inspectors, and relevant technical materials shall be provided to facilitate inspection. Inspectors exercise their functions and powers according to law and are not subject to illegal interference. Seventeenth tourist ship star inspectors should be impartial, strictly according to the standard inspection, the implementation of relevant regulations and discipline. Eighteenth inspectors in the inspection of tourist boats, in addition to holding the inspection certificate, but also must hold a letter of introduction from the office of the national inland river tourist boat star rating committee. Article 19 According to the inspector's inspection results and guests' opinions, the National Tourism Administration will regularly evaluate the best star-rated tourist boats in China and award mobile trophies. Twentieth tourist boats have objections to the star rating results, you can complain to the National Tourism Administration. The National Tourism Administration will make a ruling within 60 days after receiving the complaint. Twenty-first star signs and certificates of inland river tourist ships shall be uniformly made by the National Star Rating Committee of tourist ships and issued by the National Tourism Administration. Twenty-second star signs of tourist ships should be placed in the obvious position of the tourist hull or the main service desk. Twenty-third star tourist boats shall indicate the star of tourist boats in their publicity and advertising materials. Twenty-fourth these rules shall be interpreted by the National Tourism Administration, and shall be responsible for formulating specific implementation rules.
