Since the reform and opening up, various types of private capital have entered the tourism industry, and the proportion of private capital in tourism investment has continued to increase. Benefits continue to improve. Further giving full play to the important role of private capital is of great significance to promoting the sound and rapid development of my country's tourism industry. According to the "Opinions of the State Council on Further Accelerating the Development of Tourism" (Guofa [2009] No. 41) and "Several Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Investment" (Guofa [2010] No. 13), we now encourage and guide The following implementation suggestions are put forward to guide private capital investment in the development of tourism.
1. Adhere to the all-round opening of the tourism industry to private capital
(1) Adhere to reform and opening up and give full play to the basic role of the market in allocating resources. Tourism is an industry with distinctive characteristics of openness, inclusiveness and competitiveness. We must give full play to the basic role of the market in allocating resources, encourage all types of social capital to participate in the development of tourism on an equal footing, encourage enterprises of all ownership types to invest in the tourism industry in accordance with the law, and firmly Promote the marketization process in other places.
(2) Effectively use private capital as an important force in tourism development. Give full play to the characteristics of flexible private capital mechanisms and rapid decision-making, support private capital to enter the tourism industry in an all-round way, effectively bridge the gap between the supply and demand of tourism investment, continuously enhance the functions of strategic pillar industries, and improve people's satisfaction.
2. Encourage private capital to invest in the tourism industry
(3) Encourage private capital to rationally develop tourism resources. In accordance with the principle of adhering to strict protection and subordinating development to protection, and under the guidance of scientific planning, private capital is encouraged to adopt various forms in accordance with the law to rationally develop and sustainably utilize various types of geology, forests, scenic spots, water conservancy, cultural relics, urban parks, science, education, and industry. Tourism resources such as agriculture, wetlands, islands, and oceans, as well as various other material and intangible resources with tourism utilization value. Support and guide private capital to increase the development of regional characteristic tourism resources in central and western regions, poverty-stricken areas, ethnic minority areas and old revolutionary base areas.
(4) Encourage private capital to operate and manage tourist attractions. Support private capital to establish professional tourist attraction management enterprises. For tourist attractions that are not explicitly prohibited by laws and regulations, private capital is allowed to participate in the operation and management in appropriate ways. For tourist attractions formed independently or with private capital participation in construction, their operation and management rights and interests shall be effectively protected.
(5) Encourage private capital to develop various tourism products. Encourage private capital to give full play to its own advantages, develop eco-tourism, forest tourism, business tourism, sports tourism, industrial tourism, medical and health tourism, cruise and yacht tourism and other tourism products according to local conditions, rationally develop "farmhouses", leisure farms and other rural tourism products, and guide Private capital participates in the construction of leisure and holiday zones around the city and actively develops leisure and holiday tourism.
(6) Fully open the travel service industry to private capital. Support private capital in setting up travel agencies and other travel service industries. Eliminate operational obstacles that restrict cross-regional operations, promote the groupization of large travel agencies, the specialization of medium-sized travel agencies, and the networking of small travel agencies to form a wholesale and retail division of labor system that adapts to market demand. Encourage private capital to use new technologies to develop tourism e-commerce. Implement the regulations that “allow travel agencies to participate in government procurement and service outsourcing”.
