Autonomous Prefecture, county (city) people's governments and park management institutions shall establish and improve a comprehensive coordination mechanism, formulate policies and measures to promote global tourism development, make overall plans to solve major problems in global tourism development, and incorporate global tourism promotion into the annual target assessment system. Article 6 The competent department of culture and tourism of Autonomous Prefecture shall be responsible for the overall coordination, guidance, supervision and inspection of the global tourism work, and other relevant departments shall be responsible for the related work of promoting the global tourism development within their respective responsibilities.
Township (town) people's governments and sub-district offices shall cooperate with relevant departments to do a good job in the protection and utilization of tourism resources, infrastructure maintenance, tourism safety supervision, order maintenance, dispute resolution, civilized tourism propaganda and civic civilization quality education within their respective jurisdictions.
Village (neighborhood) committees shall assist relevant departments in promoting the development of tourism in the whole region. Article 7 Autonomous Prefecture, county (city) people's governments and park management institutions shall establish and improve the financial investment guarantee mechanism to promote the development of global tourism, and include the funds supporting the development of global tourism into the financial budget to guarantee it, so as to promote the infrastructure construction, tourism public service and tourism image enhancement of global tourism development.
Strengthen the construction of investment and financing mechanisms and channels, give financial loan discount policy support to key tourism enterprises and operators of various tourism formats, guide financial institutions to develop credit products that adapt to the development of global tourism, and increase credit support. Article 8 The people's governments of autonomous prefectures and counties (cities) and their departments in charge of culture and tourism shall, in light of local conditions, determine the brand image and promotion theme of tourism around Xinjiang as local excellent brands.

Chapter II Planning and Guidance Article 9 The people's governments of autonomous prefectures and counties (cities) and park management agencies shall organize the competent departments of culture and tourism and other relevant departments to conduct a general survey, evaluation and registration of tourism resources, establish a database of tourism resources, and coordinate the protection, development and utilization of tourism resources. Global tourism development planning should meet the requirements of the red line space management and control of ecological protection, and be connected with national land space planning, ecological environment protection planning, transportation planning, nature reserves, cultural relics protection and other related planning.
After the global tourism development plan is approved by the people's government at the same level, it shall be reported to the competent department of culture and tourism at the next higher level for the record. Article 11 The formulation of the global tourism development plan shall follow the principles of strict protection, overall layout and optimal utilization, reflect the natural resources and historical and cultural characteristics of the autonomous prefecture, optimize the spatial layout of tourist attractions, leisure resorts, tourism industrial clusters and tourism complexes with scenic spots (spots) as the core, and promote the differentiated development of various scenic spots (spots), tourist towns, rural tourism and related tourism products. Article 12 When organizing the preparation or revision of relevant plans, relevant departments should give priority to meeting the needs of global tourism development, promote the development of tourism projects, tourism facilities and service elements in terms of land use, infrastructure and public service facilities, and reasonably reserve space for tourism development. Thirteenth global tourism development plan after approval, shall not be modified without authorization. If it is really necessary to amend it, it shall be reported to the original approval authority for approval according to law. Article 14 Autonomous Prefecture, county (city) people's governments and park management institutions shall establish a planning supervision and evaluation mechanism, entrust a third party to evaluate the implementation of the global tourism development plan every two years in accordance with legal procedures, and report the evaluation results to the Standing Committee of the National People's Congress at the corresponding level. Encourage units and individuals to use land, real estate, etc. Establish tourism enterprises according to law, and engage in tourism management or development of tourism projects by means of shareholding, cooperation and leasing.
