Now, on behalf of the Municipal People's Government, I will make a work report to the conference. Please review it and invite members of the CPPCC and other non-voting participants to put forward their opinions.

The past year was a year in which we overcame multiple difficulties and achieved remarkable results. Guided by the Scientific Outlook on Development, the whole city conscientiously implemented the Central Province's decision-making and deployment of "guaranteing growth, ensuring people's livelihood, and ensuring stability", effectively responded to unprecedented challenges such as the impact of the financial crisis and the impact of earthquake disasters, and achieved a GDP of 41.616 billion yuan throughout the year. , an increase of 14.5%. Total fiscal revenue was 3.692 billion yuan, an increase of 13.4%, and local fiscal revenue was 1.439 billion yuan, an increase of 16.7%; the per capita disposable income of urban residents and the per capita net income of farmers reached 12,562 yuan and 3,446 yuan respectively, an increase of 23.7% and 19.5%.

(1) Fixed asset investment has grown rapidly. The fixed asset investment of the whole society was 23.843 billion yuan, an increase of 45.7%. 96 key projects are progressing rapidly, with an investment of 13.7 billion yuan completed, an increase of 143%. The Hanzhong section of the Shitian Expressway is making good progress, and major projects such as the Hanzhong section of the Baohan Expressway, the 5-million-ton steel technical transformation project, and the Jialing River hydropower cascade development have started construction. Thirty-five major preliminary projects, including the reconstruction and expansion of Hanzhong Railway Station, the West Hanzhong-Rongcheng Passenger Railway, Hanzhong Airport, and Yang'an Railway capacity expansion and reconstruction, are progressing smoothly. Throughout the year, 259 economic and technological cooperation projects were implemented, with a total investment of 26.05 billion yuan; 6.716 billion yuan of investment was introduced, and US$29.25 million of foreign investment was utilized.

(2) The industrial economy rebounded quickly. The total industrial output value above designated size was 30.123 billion yuan, an increase of 16.7%; the industrial added value was 9.203 billion yuan, an increase of 16.2%; the completed sales output value was 28.238 billion yuan, and the production-to-sales ratio was 93.7%. 35 key industrial technological transformation projects are progressing rapidly. Luegang No. 3 blast furnace transformation, Hanyan technological transformation, 100,000 tons of high-purity zinc, the first phase of Yangxian Yaobai cement project were completed and put into operation, and the first phase of Hanchuan Machine Tool Manufacturing Base project was completed and put into use. Completed the main project of the factory. The "Hanzhong Circular Economy Industry Cluster Construction Plan" has been approved by the provincial government; the construction of Hanzhong Aviation Industrial Park and nine provincial-level key county industrial parks has accelerated. The number of industrial enterprises above designated size in the city increased by 78, and the number of enterprises with an output value of over 100 million yuan reached 48. The share of the added value of the non-public economy in the city's GDP rose to 48.81%.

(3) Agriculture and rural economy have developed steadily. The total agricultural output value was 15.91 billion yuan, an increase of 6.6%. The total grain output was 1.0987 million tons, an increase of 7.6%, and the total oil output was 159,300 tons, an increase of 5.2%. There were 2.365 million live pigs on hand and 3.0675 million pigs for slaughter, an increase of 16.8% and 18.8% respectively; the output of tea and citrus reached 11,700 tons and 259,100 tons respectively, an increase of 27.2% and 32.5%. Key leading enterprises achieved sales revenue of 3.978 billion yuan, an increase of 9.38%. 25,000 biogas digesters, 2,412 kilometers of cement roads connecting villages, and 1,000 rural information stations were built; 181 key poverty alleviation villages were built, 15,000 immigrants were relocated, and 104,000 rural residents were lifted out of poverty. Labor services were exported to 759,000 people, and revenue was 6.34 billion yuan. The reform of the collective forest rights system is advancing steadily.

(4) Urbanization construction is accelerated. Completed the revision of the city's master plan, as well as the detailed regulatory planning for the Jiangbei area of ??Binjiang New Area, Dahekan and other areas. 950 million yuan of investment was completed in 35 key urban construction projects. The east and north entrances to the central city have been completed and opened to traffic, the second phase of the municipal sewage treatment plant has been completed and put into operation, the construction of long-distance natural gas pipelines and the renovation of 12 roads in the central city have been basically completed, the construction of "double bridges" on the Han River has started, and projects such as Hannan Avenue have made progress. quick. The establishment of provincial-level civilized cities has passed the acceptance inspection, the establishment of national sanitary cities and garden cities has been solidly advanced, the construction of counties and key towns has achieved remarkable results, and the pace of urban-rural integration has been further accelerated.

(5) The tertiary industry has strong growth momentum. The construction of high-quality tourist attractions has been intensified. Zhangliangmiao Zibai Mountain and Liping scenic spots have opened as scheduled, and the construction of scenic spots such as Huayang and Qingmuchuan Ancient Town is progressing smoothly; the "Four Lakes" and "Four Gardens" scenic spots are being upgraded and renovated at an accelerated pace. Special publicity and promotion activities such as the Tea Festival and the Zhuge Liang Cultural Tourism Festival were successfully held, which promoted the rapid development of the tourism industry. Throughout the year, it received 10.3152 million domestic and foreign tourists, with tourism revenue of 3.2 billion yuan, an increase of 25.6% and 37% respectively. The total retail sales of consumer goods was 13.002 billion yuan, an increase of 19.8%; the consumer price index and retail commodity price index increased by 1.1% and 0.2% respectively. The balance of deposits and loans of financial institutions reached 67.657 billion yuan and 24.157 billion yuan respectively, a net increase of 13.998 billion yuan and 6.287 billion yuan from the beginning of the year.

(6) Remarkable results have been achieved in restoration and reconstruction. A total of 15.824 billion yuan of post-disaster reconstruction funds have been raised, including 9.353 billion yuan from finance at all levels, 1.847 billion yuan in counterpart assistance, 449 million yuan in social assistance, and 4.175 billion yuan in bank loans. The housing reconstruction of the rural disaster-stricken people has been fully completed. The number and area of ??low-rent housing and affordable housing completed and under construction account for 78% and 86% of the plan respectively. All 85 primary and secondary schools planned for construction in the first batch have been completed. The first batch of planned medical and health institutions has been completed, accounting for 98.65% of the plan.

Construction of 38 nursing homes for the elderly was started and 17 were completed; construction of 66 earthquake-damaged reservoirs was started and 50 were completed; construction of 111 geological disaster hazard points was started and 32 were completed. The counterpart assistance projects of Tianjin City, Yulin City, and Provincial Nonferrous Metals Group are progressing rapidly, with high standards and good quality.

(7) The eight major livelihood projects have achieved fruitful results. 1,713 projects were implemented, with an investment of 5.528 billion yuan. Invested 391 million yuan to improve school conditions and fulfill the compulsory education fee subsidy policy; invested 253 million yuan in employment and re-employment projects, created 32,000 new jobs, re-employed 9,791 people, and trained 358,000 people in labor export; investment 206 million yuan was invested to improve the three-level health service system in counties and villages; 862 million yuan was invested in social security projects, with the number of people covered by urban medical insurance reaching 667,000, and 1,341 landless farmers implemented security policies; 1.854 billion yuan was invested in housing security projects , built 1,008 sets of low-rent housing with an area of ??51,000 m2, 830 units of affordable housing with an area of ??82,600 m2, and 7,402 households enjoyed housing rental subsidies; invested 1.939 billion yuan in rural infrastructure construction, built 4,672 kilometers of rural roads, 621 drinking water projects, There are 338 cultural and sports facilities; 23.53 million yuan has been invested in the construction of urban and rural community service systems, and 60 community service centers have been built.

(8) Comprehensive development of social undertakings. The compulsory education guarantee mechanism has been further improved, the "Egg Milk Project" has benefited 115,000 students, and the construction of a new campus of vocational and technical colleges has begun. The family planning rate is 97.94%, and the birth rate and natural growth rate are controlled at 8.22‰ and 1.79‰ respectively. The health examination rate for rural women of childbearing age is 99.6%, and free hospital delivery subsidies for rural women have been fully launched. 334,200 urban and rural poor groups and 93,000 needy people received subsistence allowances and medical assistance respectively. Science and technology, radio and television, and cultural undertakings developed healthily, and the Fourth Municipal Sports Games and the First Senior Citizens’ Games were successfully held. New breakthroughs were made in energy conservation, emission reduction and ecological environment construction. Energy consumption per 10,000 yuan of GDP dropped by 4.9%; chemical oxygen demand and sulfur dioxide emissions dropped by 1.61% and 4.3% respectively. The number of days with good air in the central city reached 337 days; 45.3% of afforestation was completed. 10,000 acres, and 965.78 square kilometers of water and soil erosion have been controlled.

(9) The overall social situation remains stable. The level of emergency management has been further improved, and emergencies such as "Influenza A", rabies epidemics, and traffic congestion at the Shaanxi-Sichuan border on National Highway 108 have been safely handled. The production safety situation was stable, with the number of accidents and deaths falling by 11.75% and 4.31% respectively. The work of petitions and people's mediation has been further strengthened, and the goal of "one control and two reductions" has been successfully achieved. The completion rate and settlement rate of petition cases assigned by the Central Province ranked first in the province. We continue to carry out strict rectification efforts and severely crack down on various illegal and criminal activities. The people's satisfaction rate with social security ranks first in the province.

(10) The government’s own construction has been continuously strengthened. We carried out in-depth activities to learn and practice the Scientific Outlook on Development, adhered to scientific and democratic decision-making, and solidly promoted administration according to law, significantly improving government efficiency. Consciously accept the legal supervision of the National People's Congress and the democratic supervision of the CPPCC, and conscientiously handle 292 proposals from Municipal People's Congress deputies and CPPCC members, with a completion rate of 100%. We have persisted in building a clean and honest government and fighting against corruption, investigated and dealt with violations of laws and regulations and dereliction of duty in accordance with the law, and the level of social management and public services has been significantly improved.

New achievements have been made in personnel, auditing, statistics, foreigners, ethnic groups, religions, civil air defense, Taiwan, archives, dual support, aging, charity, reserves, local chronicles and the disabled.
