Why can’t I go to MapleStory for overseas travel?

The reason why you can’t go to MapleStory for overseas travel is because you haven’t reached the level yet. When you reach level 30, a panel will appear with some icons in it. Click on the next page to the right of the panel and an "Overseas Travel" icon will appear. Click on it to see the tour guide. You can go to other tourist maps through the tour guide and do the tasks you want to do.
