Chapter I General Provisions \ Article 1 In order to protect and rationally develop and utilize tourism resources, safeguard the legitimate rights and interests of tourists and tour operators, and promote the high-quality development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC), the Tourism Regulations of Hebei Province and other relevant laws and regulations, combined with the actual situation of this county. Article 2 To develop tourism, we should adhere to the development concept of innovation, coordination, green, openness and enjoyment, give priority to ecological protection, develop global tourism, coordinate the development of Beijing-Tianjin-Hebei, give consideration to short-term and long-term interests, and realize the unity of social, economic and ecological benefits. Article 3 The development of tourism resources should take into account the interests of the state, the collective and the individual, and adhere to the principle of paid use and rational development of resources. Article 6 The county people's government shall strengthen the organization and leadership of global tourism development, improve the comprehensive coordination mechanism, formulate policies and measures to promote resource integration, industrial integration development and tourism system marketing, and make overall plans to solve major problems in global tourism development. Article 7 The county people's government shall promote the integrated development of tourism with agriculture, forestry, grass industry, industry, commerce, culture and other related industries, combine with urbanization, agricultural modernization and rural revitalization, and guide the development of rural tourism, folk tourism, leisure tourism, leisure tourism, sightseeing tourism, experience tourism and other tourism products. Article 8 The county people's government shall organize the formulation of the county-wide tourism development plan, and link it with the land and space planning, environmental protection planning and the protection and utilization planning of other natural resources, cultural relics and other human resources.

Organizing the compilation and revision of national spatial planning should coordinate the needs of global tourism development. Chapter III Protection of Tourism Resources Article 11 The county people's government shall, according to the situation of tourism resources, delimit the scope of tourism in protected areas.

Delineation of tourist protection zones shall be carried out through scientific investigation and demonstration, and the protection of tourist resources with natural characteristics, cultural connotations and local characteristics shall be highlighted, in line with the provisions on resource protection. Specific standards shall be formulated by the county people's government. Without the approval of the competent department, it shall not be modified or moved. It is forbidden to dig sand and borrow soil and build new buildings on ancient sites. Fifteenth auxiliary facilities such as lightning protection, fire prevention, environmental protection, water supply and drainage, garbage disposal, etc. in the construction of protected areas shall be designed and constructed at the same time as the main project, and shall be subject to inspection and supervision by the management departments of housing construction, ecological environment, health, water affairs, public security, fire protection, tourism and cultural relics. Article 16 Illegal reclamation of grasslands is prohibited. The county people's government shall incorporate the cultivated land in the protected areas into the planning and management. Article 17 It is forbidden to trample on grasslands, destroy the ecological environment and violate the regulations on wildlife protection. Chapter IV Tourism Management Article 18 The county people's government shall strengthen the public security management of scenic spots and scenic spots, and set up public security organs and specialized personnel as needed to protect the legitimate rights and interests of tourists and operators. Nineteenth county people's governments should strengthen tourism safety education and safety management, and dangerous areas should not be opened. Danger prevention notices should be set up in dangerous sections of open areas, and special personnel should be appointed to manage dangerous sections and busy crossings. Strengthen the maintenance and management of vehicles and facilities. Strengthen fire safety education, formulate fire safety measures and configure fire fighting tools. Twentieth tourist attractions, scenic spots, laws and regulations and relevant provisions prohibit the discharge of fireworks, according to its provisions; Fireworks and firecrackers are not prohibited, and fireworks and firecrackers are not allowed from 23: 00 to 8: 00 the next day.
