Regulations on the Protection of Beiting Ancient City Site in Jimsar, Xinjiang

Chapter I General Provisions Article 1 In order to strengthen the protection, management and utilization of Beiting Ancient City Site in Jimsar, Xinjiang (hereinafter referred to as Beiting Ancient City Site), these Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and the Measures of Xinjiang Uygur Autonomous Region for Implementing the Law of People's Republic of China (PRC) on the Protection of Cultural Relics. Article 2 These Regulations shall apply to the protection, management and utilization of the site of Beiting Ancient Town.

The scope of the site of Beiting Old Town is determined by the overall protection plan of Beiting Old Town, which is approved according to law, including heritage area and buffer area. Article 3 The protection, management and utilization of the site of Beiting ancient city shall adhere to the policy of giving priority to protection, giving priority to rescue, rational utilization and strengthening management, so as to ensure the cultural heritage value and carrier integrity of Beiting ancient city site. Article 4 The people's governments of autonomous prefectures and Jimsar counties shall incorporate the protection, management and utilization of the site of Beiting ancient city into the national economic and social development planning, overall land use planning and urban and rural planning of the people's governments at the corresponding levels. Article 5 The administrative department of cultural relics of the autonomous prefecture and Jimsar County shall be responsible for the guidance, coordination and supervision of the protection of the site of the ancient city of Beiting.

The protection and management organization of Beiting Old Town Site, which belongs to the cultural relics administrative department of Jimsar County, undertakes specific protection and management work.

The development and reform, finance, environmental protection, public security, tourism, planning, land, construction, water conservancy, forestry and other departments of the Autonomous Prefecture and Jimsar County shall, according to their respective functions and duties, cooperate in the protection, management and utilization of the site of Beiting Ancient City. Sixth Beiting ancient city site protection funds should be included in the fiscal budget at the corresponding level. Article 7 All units and individuals have the obligation to protect the site of Beiting Ancient City. Have the right to report and stop the destruction of the site of Beiting Old Town.

The people's Government of the Autonomous Prefecture and Jimsar County shall commend and reward the units and individuals that have made remarkable achievements in the protection and management of the site of the ancient city of Beiting. Chapter II Planning and Implementation Article 8 The protection, management and utilization of the site of Beiting Old Town shall be carried out in accordance with the master plan approved according to law and the detailed plan compiled according to the master plan.

The People's Government of the Autonomous Prefecture and Jimsar County is responsible for organizing the implementation of the overall planning and detailed planning of the site of Beiting Ancient City. Article 9 The master plan and detailed plan approved according to law shall not be modified without authorization. If it is really necessary to amend it, it shall be submitted for approval in accordance with legal procedures. Article 10 Jimsar County People's Government shall organize the preparation and implementation of special protection and utilization plans for the urban remains, temples, heritage environment, exhibition and utilization of the site of Beiting Old Town. Article 11 The construction projects in the heritage area and buffer zone of Beiting ancient town site shall conform to the requirements of the overall planning for the protection of Beiting ancient town site and the planning for the protection and management of Beiting ancient town site, and coordinate with the site landscape in terms of volume, scale and color. Chapter III Supervision and Management Article 12 The protection of cultural relics in the heritage area and buffer zone of Beiting Old Town Site shall be managed with reference to the Regulations on the Administration of National Key Cultural Relics Protection Units. Thirteenth Jimsar county cultural relics administrative departments shall, in accordance with the relevant provisions, set up protection signs and boundary markers on the site of Beiting ancient city. Fourteenth archaeological investigations and reconnaissance activities approved according to law shall be reported to the administrative department of cultural relics of Jimsar County for approval before excavation. Fifteenth without approval, the following acts shall not be carried out within the scope of protection of Beiting ancient city site:

(1) Blasting, drilling and excavation;

(2) grazing, breeding, etc. ;

(three) moving, dismantling, defacing or destroying the protection facilities;

(4) Earth, sand, kiln, grave, etc. ;

(five) industrial dust, waste gas, waste residue, waste water, noise, etc. ;

(six) other acts that undermine the protection of the site of the ancient city of Beiting. Article 16 Whoever shoots movies, TV series (films), professional videos or uses cultural relics for professional photography in the ruins of Beiting Old City shall obtain approval documents according to law and conduct it under the supervision of cultural relics management personnel. Seventeenth whoever is engaged in all kinds of service industries in the heritage area and buffer zone of Beiting Old Town Site shall be approved by the administrative department of cultural relics of Jimsar County. Shall not change the business location and business scope without authorization. Chapter IV Protection and Utilization Article 18 The following heritages in the heritage area and buffer zone of Beiting Old Town Site shall be protected according to law:

(a) the ruins of the city site, including all the ruins of the city walls, trenches and their enclosed areas;

(2) Remains of West Temple, including temple buildings, murals, statues, sites and other related relics;

(3) Other remains of the same period and their distribution areas, including the remains of tombs, kiln sites and schools around the city site and the West Temple.

(4) Movable cultural relics, including various related movable cultural relics unearthed from the site;

(5) Heritage environment, including Dongheba, Xiheba, related trees and vegetation varieties;

(6) Other heritages that should be protected. Nineteenth cultural relics found in the heritage area and buffer zone of Beiting Old Town Site shall be protected in situ and the records of cultural relics shall be established; If the site protection cannot be implemented, the cultural relics administrative department of Jimsar County shall be responsible for keeping, establishing files and registering with the cultural relics administrative department at the next higher level.

The allocation, exchange, borrowing and external exhibition of cultural relics shall go through the examination and approval procedures in accordance with the relevant provisions of the state.
