2. The declaration and approval of travel agencies are as follows:

(1) Procedures for examination and approval of application for the establishment of travel agencies: To apply for the establishment of an international travel agency, an application shall be submitted to the tourism administrative department of the province, autonomous region or municipality directly under the Central Government where it is located; The tourism administrative department that accepts the application shall, after obtaining the opinions of the tourism administrative department at or above the county level, conduct examination and approval in accordance with the provisions of the Regulations.

(2) Conditions for examination and approval of travel agencies: After receiving the application, the tourism administrative department that accepts the application shall examine and approve it according to the principles of whether it meets the tourism development plan, whether it meets the demand of the tourism market, and whether it meets the conditions for the establishment of travel agencies as stipulated in the Regulations. Travel agencies approved by law shall be issued with business licenses by the tourism administrative departments.

(3) Time limit for examination and approval: it is the time limit for examination and approval of travel agencies stipulated by the tourism administrative department. The Model stipulates: "The tourism industry management department shall make a decision of approval or disapproval within 30 days from the date of receiving the application, and notify the applicant."

(4) Industrial and commercial registration: after being examined and approved by the tourism administrative department, the applicant shall, within 60 working days after receiving the license, go to the industrial and commercial administrative department for industrial and commercial registration with the Travel Agency Business License; The administrative department for industry and commerce shall make a decision on approval or disapproval of registration within 30 days after accepting the application. Travel agencies should be established after obtaining the corresponding business license, and can be officially opened to the outside world. With the corresponding license, travel agencies can engrave official seals, open bank accounts and sign business contracts. The administrative department for industry and commerce shall issue a copy of the corresponding business license according to the business needs of the travel agency.
