Regulations on the Protection and Management of Mount Tai Scenic Areas

Chapter 1 General Provisions Article 1 Mount Tai is a national key scenic spot and a world natural and historical and cultural heritage. In order to strengthen the management of Mount Tai Scenic Area, effectively protect and rationally develop and utilize scenic resources, these regulations are formulated in accordance with relevant national laws and regulations and in combination with the actual situation of Mount Tai Scenic Area. Article 2 The Mount Tai Scenic Areas referred to in these Regulations include six scenic areas including Dengtian, Tianzhu Peak, Taohuayu, Cherry Orchard, Yuquan Temple, and Lingyan Temple, as well as the peripheral protection zones. Their areas and boundaries are determined in accordance with the overall plan approved by the State Council. Article 3 All units and individuals who live within the scope of Mount Tai Scenic Area and engage in production and operation, development and construction, tourism, religion, culture and other activities must abide by these regulations. Article 4 The protection and construction of Mount Tai Scenic Area must comply with the "Master Plan for Mount Tai Scenic Area" approved by the State Council, and follow the principles of strict protection, scientific planning, unified management, and sustainable utilization. Article 5 The construction administrative department of the Provincial People's Government shall be in charge of the planning and construction of Mount Tai Scenic Area, and shall supervise and inspect the protection and management of Mount Tai Scenic Area; other relevant departments shall, in accordance with their respective responsibilities, cooperate closely and *** We will also do a good job in the management of scenic spots.

The People's Governments of Tai'an City and Jinan City shall be responsible for the specific work of protection, planning, construction and management of scenic spots within their respective administrative regions in accordance with the division of responsibilities stipulated by the Provincial People's Government. Chapter 2 Protection Article 6 The Provincial People's Government and the People's Governments of Tai'an City and Jinan City shall take measures to effectively protect the original topography, landforms and natural and cultural landscapes of Mount Tai Scenic Area. Article 7 The scenic and historic resources of Mount Tai are owned by the state. Without the approval of the people's government at or above the provincial level, no unit or individual may transfer or transfer scenic spots resources and scenic land in disguised form. Article 8 The people's government of the municipality where the scenic area is located must list the protection of scenic resources as an important task, establish and improve rules and regulations, formulate protection measures, and implement protection responsibilities. Article 9 The Mount Tai Scenic Area implements four levels of protection based on its landscape value and protection needs, with each tourist attraction as the core:

(1) The first-level protection area includes the Dengtian Scenic Area from Tai'an Gate to Tongtian Street, Yaoshen Pavilion, Dai Temple, Daizongfang, and the sequence space environment of the Zen worship activities at Daiding Jade Emperor Temple, as well as Haoli Mountain, Foye Temple and the planned Chinese cultural tour route;

(2) Second-level protected areas include Dengtian Scenic Area, Tianzhufeng Scenic Area, Taohuayu Scenic Area, Cherry Orchard Scenic Area, Yuquan Temple Scenic Area, and Lingyan Temple Scenic Area outside the first-level protected areas;

(3) Third-level protection The area includes other areas outside the first and second level protected areas and within the peripheral protection zone;

(4) The fourth level protected area is the outer protection zone. Article 10 The following protection measures shall be taken for the scenic and historic resources of Mount Tai:

(1) Establish archives, delineate and protect cultural relics and historic sites such as ancient buildings, stone tablets, mountain climbing trails and other historical sites and relics. scope, set up signs, implement dedicated protection, and implement lightning protection, fire prevention, flood prevention, earthquake prevention, moth prevention, anti-corrosion, anti-theft and other measures;

(3) Register ancient and famous trees and implement protection and rejuvenation measures;

(5) Strengthen the management of surface water and groundwater to prevent water pollution. Article 11 Without approval, the following activities are not allowed within the scope of Mount Tai Scenic Area:

(1) Carving words and erecting monuments;

(2) Beating and engraving stone tablets;< /p>

(3) Producing movies and TV shows for profit;

(4) Logging trees, digging tree stumps (roots), grazing, collecting medicinal materials and animal and plant specimens;

(5) Occupying forest land, land or landforms;

(6) Building roads, cofferdams, dams, and intercepting water.

The first item in the preceding paragraph shall be examined and approved by the Provincial People's Government; the second to sixth items shall be examined and approved by the Tai'an Municipal and Jinan Municipal People's Governments. If laws and regulations provide otherwise, such provisions shall prevail. Article 12 It is strictly prohibited to engage in the following activities in Taishan Scenic Area:

(1) New construction and expansion projects within 0.6 square kilometers of Daiding;

(2) Mountain opening , quarrying, digging, taking sand, and funerals;

(3) Climbing, trampling, carving, and smearing cultural relics and historic sites;

(4) Cutting down or damaging ancient and valuable trees ;

(5) Hunting wild animals and collecting rare wild plants;

(6) Setting up commercial advertisements in major scenic spots;

(7) In non-designated places Dumping of garbage and dirt;

(8) Smoking, lighting fires, burning incense and candles, and setting off fireworks and firecrackers in no-fire areas. Article 13 The scenic and historic resources of Mount Tai shall be used on a paid basis, and specific measures shall be formulated by the Provincial People's Government. Article 14 The Provincial People's Government and the Tai'an City and Jinan City People's Governments shall take measures to raise funds for the protection of Mount Tai Scenic Area through multiple channels.

National special allocations, local financial allocations, domestic and foreign donations, and proceeds from the paid use of scenic resources must be used exclusively for the protection and management of Mount Tai Scenic Areas.
