According to official website of Shaoxing Municipal People's Government, the implementation scope of "Shaoxing people can visit Shaoxing for free" includes 13 scenic spots in Shaoxing administrative area (Lu Xun's hometown, Shenyuan, Lanting, Donghu, Dayu Tomb, Bird Paradise, Zhou Enlai's ancestral home, Cai Yuanpei's former residence, Datong School, Qingteng Bookstore, Qiu Jin's former residence, Xu Xilin's former residence, Fan Wenlan's former residence and Shaoxing Museum). Yuecheng district 1 scenic spot (hometown of scholar); 6 scenic spots in Keqiao District (Ke Yan, Daxianglin Scenic Area Phase I, Anchang Ancient Town, Wang Shun Temple, Yinshan Wangyueling, Yangshan Stone Buddha); 4 scenic spots in Shangyu District (Cao E, Zhujiazhuang, Dongshan and Fushan); Five scenic spots in Zhuji (Wuxie, Xishi's hometown, Yan Dou, Tangjiangyan and baita lake Wetland Park); Four scenic spots in Shengzhou (former residence of Wang Xizhi, Baizhang Waterfall, Zhanshan and former residence of Ma Yinchu); Xinchang county has three scenic spots (the Great Buddha Temple, the 19th Peak and the Wozhou Lake).

Free objects are the permanent residents in the administrative area of Shaoxing, foreign investors and builders in Shaoxing who hold "green cards" or have applied for residence permits in Zhejiang Province (excluding temporary residence permits), compatriots from Hong Kong, Macao and Taiwan, foreigners working in Shaoxing and their families. Free items mainly refer to tickets for scenic spots, and fees for tour guide services, parking, cruise ships, battery cars and amusement projects in scenic spots are still charged according to the original standards.
