Around the goal of building a livable and exquisite town, a small town construction promotion office composed of housing construction, land, transportation, industry and commerce 15 departments was established. The Municipal Bureau of Housing and Urban-Rural Development actively performed its functions, aiming at coordinating urban and rural development, and initiated a new round of planning revision, such as master planning, town and village layout planning, important special planning, regulatory detailed planning, and village construction planning, and formed a "1 central city, 1 sub-central city, 4 Nantong municipal central towns and 6 characteristic towns". Up to now, 147 projects in the city have passed the "Ten Excellent" star rating, and 36 projects have passed the "Ten Excellent" rating. Towns (districts, streets) dig deep into resources such as history and culture, folk customs, human landscape, etc., extract cultural elements and symbols that best reflect the local humanistic spirit, materialize them into urban infrastructure construction, plan road names and community names with strong local characteristics and high cultural taste, and create single buildings and block layouts that are integrated with urban culture.
