For non-official activities such as visiting relatives, traveling, training, employment, study, visiting or engaging in business in Hong Kong or Macao, these cities need to apply for the Pass of the People's Republic of China to and from Hong Kong and Macao and the corresponding endorsement. Please bring your ID card or household registration book to the police station where your household registration is located, or get the application form from the Exit-Entry Administration Office of the Public Security Bureau, and fill in the application form according to the attached instructions. State functionaries registered for the record shall issue opinions of the unit and affix their official seals. In addition to the individual's application for traveling to Hong Kong and Macao, proof materials corresponding to the reasons for going to Hong Kong and Macao must be prepared.

At present, other cities in China are not open to free travel:

All non-individual tourist areas in China should first find an international travel agency with entry and exit qualifications, and then go to the prefecture-level public security bureau where the household registration is located (the county and county-level public security bureaus cannot handle it) to handle the information of Hong Kong and Macao notification cards. If all goes well, they can get the pass within half a month.
