1974 10, Haikou Amateur University was jointly established by Haikou Municipal Education Bureau, Municipal Science and Technology Bureau and Municipal Federation of Trade Unions, and was headed by the Municipal Education Bureau and located in the third primary school of Ximenwai Street.

1980, Guangdong higher education bureau allocated 200,000 yuan to build a 5-storey 1700 square meters teaching building in the third primary school of the city.
