Regulations of Hangzhou Municipality on Tourism (20 16)
"Tourism" as mentioned in these Regulations refers to a comprehensive industry that uses tourism resources to provide tourists with services such as sightseeing, leisure and vacation, cultural experience, business exhibitions, food and accommodation, transportation, shopping and entertainment.
The tourism resources mentioned in these Regulations refer to natural resources, historical and cultural resources and other resources that can be developed and utilized for tourism and have economic, social and environmental benefits. Article 3 The Municipal People's Government shall regard tourism as a strategic pillar industry for the national economic and social development of this Municipality, promote the internationalization and globalization of tourism, and build an important international tourism and leisure center city. Article 4 The municipal, district and county (city) people's governments shall strengthen their leadership over the tourism industry, incorporate the development of tourism into the national economic and social development plan, increase investment, establish a comprehensive coordination mechanism, and promote the coordinated and integrated development of tourism and related industries. Fifth city and district, county (city) tourism authorities are responsible for the guidance and coordination of tourism market development, tourism resources protection and development, supervision and management of tourism safety, protection of tourists' legitimate rights and interests, and guidance, supervision and management of tourism business activities.
Other relevant departments shall perform their respective duties according to law and do a good job in tourism management. Article 6 The people's governments of townships (towns) or sub-district offices where tourist areas (spots) are located shall cooperate with relevant departments to do a good job in the protection and utilization of tourism resources, the development of tourism, the supervision of tourism safety, the maintenance of tourism order, the settlement of tourism disputes and the publicity of civilized tourism within their respective jurisdictions. Article 7 The municipal, district and county (city) people's governments shall be responsible for tourism safety within their respective administrative areas, organize the preparation of emergency plans for tourism emergencies, and carry out emergency drills. When an emergency occurs, the people's government of the city, district and county (city) and its relevant departments shall immediately start the emergency plan and take corresponding measures.
Tourism, public security, fire protection, health, market supervision and management, transportation (maritime affairs), sports, production safety supervision and other departments shall perform their duties of tourism safety supervision and management according to law, and organize key safety inspections during major festivals, holidays, competitions, exhibitions and other activities and during meteorological disasters such as typhoons and rainstorms.
City, district and county (city) people's governments shall establish and improve the coordination mechanism for the supervision and management of the tourism market, and organize relevant departments to supervise and inspect the tourism market. Article 8 The tourism authorities and relevant departments shall strengthen the construction of the credit system of the tourism market, establish and improve the credit records and information sharing mechanism of tourism operators and employees, disclose the information such as the qualifications of tourism operators, the quality of business services, and the disciplinary records of dishonesty, and publish the list of serious illegal operators and employees to protect tourists' right to know and supervise.
Tourism industry associations shall formulate and implement industry norms, carry out industry self-discipline activities such as service quality rating, mediate tourism disputes, organize professional ethics education and business training, and improve the quality of employees.
Encourage and support tourism industry associations to implement credit rating for their members, establish industry credit files and industry credit self-discipline rules, and promote tourism operators to operate in good faith. Article 9 The government and relevant departments shall provide necessary guidance to ensure that tourism voluntary service organizations provide services and help to tourists free of charge. The legitimate rights and interests of tourism volunteer service organizations and volunteers are protected by law. Chapter II Tourism Promotion Article 10 The Municipal People's Government shall arrange special funds for the compilation of tourism development planning, the construction of tourism service facilities, the development of tourism market, the cultivation of new tourism formats, the support of major tourism projects, the protection of tourism resources and the training of tourism professionals.
District and county (city) people's governments shall, according to the needs of local tourism development, arrange corresponding funds to promote the development of local tourism.
Development and reform, construction, transportation, agriculture, culture, sports and other departments should support and guide the projects integrated with tourism when supporting industrial development and arranging special funds. Article 11 The Municipal People's Government shall formulate and implement an action plan for tourism internationalization to promote the internationalization of tourism products, marketing, functions, services, management and environment. Twelfth city and district, county (city) people's government to co-ordinate the organization of local tourism image publicity.
The municipal tourism administrative department shall, jointly with the relevant departments, formulate the city's tourism image publicity plan, establish tourism publicity outlets and strengthen the publicity of the city's image and tourist areas (spots) around the goal of building an international important tourism and leisure center city.
District, county (city) tourism authorities shall, in combination with local tourism characteristics, determine the local tourism publicity image and publicize it to the outside world. Thirteenth city and district, county (city) people's government should strengthen planning guidance, formulate relevant policies to support tourism globalization, and promote the construction of tourism globalization.
