Measures of Changsha Municipality on the Administration of Foreign-related Tourist Hotels

Chapter I General Provisions Article 1 In order to strengthen the management of foreign-related tourist hotels in our city, improve the service level of foreign-related tourist hotels, and safeguard the legitimate rights and interests of operators and consumers, these measures are formulated in accordance with relevant state laws and regulations. Article 2 Foreign-related tourist hotels mentioned in these Measures refer to enterprises (including hotels, guest houses, hotels and resorts) that can provide accommodation, catering, culture and entertainment services for domestic and foreign tourists; Hotel management company refers to an enterprise that exports management to hotels with its unique professional technology and management talents. Article 3 All foreign-related tourist hotels and hotel management companies established within their respective administrative areas shall abide by these Measures. Article 4 The tourism administrative department of Changsha is the competent department of foreign-related hotels and hotel management companies in Changsha, and is responsible for organizing the implementation, supervision and inspection of these Measures. Article 5 The establishment of a foreign-related tourist hotel shall meet the following conditions:

(a) it has been in business for more than half a year, and no major or serious criminal cases and public security disasters have occurred in the first half of the year;

(two) in line with the "People's Republic of China (PRC) * * * and foreign-related tourist hotels classification and evaluation" in the standard of more than one star (including one star);

(3) Having sound management rules and regulations and post responsibility system, and establishing a perfect service quality assurance system;

(four) the general manager and department manager have received professional training and obtained the post qualification certificate issued by the National Tourism Administration;

(5) It has a sound security system and secrecy organization, the anti-theft facilities in the computer room and the fire fighting equipment in the building are in good condition, and the communication equipment meets the confidentiality provisions;

(6) Supervisors and service personnel must undergo strict pre-job training and obtain training certificates from tourism administrative departments and relevant departments. Chapter II Establishment of Tourist Hotels Involving Foreign Interests Article 6 To apply for the establishment of tourist hotels involving foreign interests, the following materials shall be submitted:

(1) An application report;

(2) Business license;

(3) Fire safety license;

(four) the approval document of public security management;

(five) the national security inspection certificate;

(6) Hygiene license;

(7) Brief introduction of the hotel;

(eight) the general manager's resume and academic certificate;

(nine) management system and service standards.

A joint venture shall also have a contract between a foreign-invested enterprise and the applicant enterprise. Article 7 To start a foreign-related tourist hotel, an application shall be submitted to the tourism administrative department of Changsha City. After being examined and approved by the public security department, it shall be reported to the relevant superior competent department for examination and approval. After passing the examination and approval, the Business License for Foreign-related Tourist Hotels in Hunan Province and the signs of Designated Foreign-related Tourist Units in Hunan Province shall be issued. Article 8 Foreign-related tourist hotels shall implement a star rating system. All foreign-related tourist hotels that have officially opened for more than one year can apply for star rating if they meet the standard of "Star Rating and Classification of Foreign-related Tourist Hotels in People's Republic of China (PRC)". Those who pass the evaluation will be awarded a star certificate and logo. Ninth foreign-related tourist hotels to apply for star rating, according to the following authority for examination and approval:

(1) One-and two-star foreign-related tourist hotels are evaluated by municipal star rating agencies, confirmed by provincial star rating agencies, and filed with national star rating agencies;

(2) Three-star foreign-related tourist hotels are evaluated by municipal star rating agencies and provincial star rating agencies, and reported to the national star rating agencies for confirmation;

(three) four, five-star rating agencies by the municipal and provincial star rating agencies, recommended to the national star rating agencies, national star rating agencies. Tenth foreign-related tourist star-rated hotels shall implement a star review system, which shall be reviewed in accordance with the requirements of the Regulations on Star Rating of Foreign-related Tourist Hotels in People's Republic of China (PRC). (5) Having perfect quality standards, service specifications, operating rules, management systems and other relevant systems;

(six) with a sound organizational structure, training department, quality management department, finance department and other necessary functional departments should be set up. Have the ability to send managers to train students. Thirteenth to apply for the establishment of a hotel management company, the following documents shall be submitted:

(1) An application report;

(2) Articles of association;

(3) technical requirements and professional materials (including a comprehensive description of the company's purpose, service specifications, quality standards, management style and mode);

(4) Letter of credit guarantee for large enterprises with assets 1 100 million yuan or more. Fourteenth the establishment of a hotel management company shall apply to the tourism administrative department of Changsha City, and after the preliminary examination, it shall be reported to the tourism administrative department at a higher level for examination and approval. With the approval of the tourism administrative department at a higher level, register with the administrative department for industry and commerce and obtain a business license.
