Measures for the Planning and Construction of Dalian Jinshitan National Tourist Resort
Article 1 is to strengthen the planning and construction management of Dalian Jinshitan National Tourist Resort (referred to as the resort) and ensure the implementation of the overall plan of the resort. According to the "Urban Planning Law of the People's Republic of China" , "Dalian City Urban Planning Management Regulations" and relevant regulations, these measures are formulated. Article 2 All units and individuals that plan construction land and engage in various types of construction within the resort area shall implement these measures. Article 3 Dalian Jinshitan National Tourism Resort Management Committee (referred to as the Resort Management Committee) is the competent authority responsible for the planning and construction management of the resort. It should conscientiously prepare and implement the resort planning and construction projects in accordance with these measures. Project approval, supervision and management. Article 4 The overall plan of the resort shall be organized and compiled by the resort management committee, and shall be implemented after being submitted to the Municipal People's Government for approval.
The overall planning of the resort should be coordinated with the overall planning of Dalian Jinshitan National Key Scenic Area. Article 5 Units and individuals applying for land for construction in the resort should submit the application to the resort planning and construction management department with the approval document of the construction project, and the resort planning and construction management department will verify the location and boundaries of the land and propose planning and design requirements. , issue a "Construction Land Planning Permit". Article 6 Units and individuals that build, expand, or renovate buildings, roads, pipelines, and other facilities in the resort area must submit the "Construction Land Planning Permit", land use approval documents, and detailed planning and design drawings to the resort planning office. Only after the construction management department reviews and approves and issues a "Construction Project Planning Permit" can the start of construction procedures be completed. Article 7 The design and construction of various projects in the resort must be undertaken by design and construction units with corresponding qualifications, and they shall be responsible for the safety and quality of the design and construction.
The design plans of various projects in the resort must be reviewed and approved by the planning and construction management department of the resort. Article 8 The bidding and bidding for construction projects in the resort area shall be uniformly managed by the planning and construction management department of the resort area. Except for special construction projects that must be approved by the resort management committee and the construction unit is designated, all other construction projects will be selected through bidding to determine the construction unit. Article 9 If temporary construction is carried out in the resort area, the temporary construction approval procedures should be handled by the planning and construction management department of the resort area. Article 10 Temporary buildings and other facilities must be dismantled before the expiration of the approved use period, and the site must be cleaned up as required; during the use period, when necessary for the construction of the resort area, they shall also be demolished unconditionally. Article 11 The planning and construction management department of the resort may, in accordance with the planning requirements, conduct inspection and completion acceptance of the construction projects in the area. Construction units and individuals in the resort area should submit relevant completion materials to the planning and construction management department within six months after completion acceptance. Article 12 For those who violate these management measures, the planning and construction management department of the resort will, depending on the seriousness of the case, order them to stop construction, demolish them without compensation within a time limit, confiscate newly built buildings and other facilities, fine them, and revoke the "Construction Land Planning Permit" "Certificate" and "Construction Project Planning Permit" and other penalties. Article 13: Dalian Jinshitan National Tourism Resort Management Committee is responsible for the interpretation of these management measures. Article 14 These Management Measures shall come into effect from the date of promulgation.
