According to the Standard for Planning and Design of Urban Public Toilets formulated by the former Ministry of Urban and Rural Construction and Environmental Protection, the building standards of urban public toilets are divided into three categories according to the importance of their locations.

Class I public toilets are located in tourist spots and busy streets that are open to the outside world. They need to be equipped with independent urinals, thermal insulation facilities, toilet paper racks, advanced water-savers, independent single rooms with a height of 1.8 meters, etc., and the standards for floor and dado decoration are relatively high.
