Chapter I General Provisions Article 1 In order to strengthen the management of tourism, rationally develop and protect tourism resources, standardize the behavior of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 "Tourism" as mentioned in these Regulations refers to the industry in which tour operators provide services such as transportation, sightseeing, accommodation, catering, shopping, culture and entertainment for tourists by using tourism resources and facilities.

The term "tourism operators" as mentioned in these Regulations refers to units and individuals engaged in tourism business activities.

The term "tourism resources" as mentioned in these Regulations refers to the natural landscape and human landscape that can be visited. Third units and individuals engaged in tourism management, tourism activities and tourism management within the administrative area of this Municipality shall abide by these regulations. Article 4 The development of tourism should adhere to the principle of paying equal attention to the development, utilization and protection of tourism resources, and unifying social benefits, economic benefits and environmental benefits. Article 5 The municipal, district and county people's governments shall incorporate tourism into the national economic and social development plan, strengthen the construction of tourism infrastructure and supporting facilities, improve the tourism environment, and encourage and support the development of tourism. Article 6 The tourism industry in this Municipality shall implement a system of unified leadership and hierarchical management.

The municipal tourism administrative department shall carry out industry management on the city's tourism industry; The district and county tourism administrative departments shall, under the guidance of the municipal tourism administrative department, implement industry management of tourism within their respective jurisdictions according to the division of responsibilities.

The departments of planning, urban construction, planning, industry and commerce, environmental protection, public security, price, transportation, culture, water conservancy, health, forestry, technical supervision, cultural relics gardens, nationalities and religions shall, under the unified leadership of the people's government at the same level, cooperate with the tourism administration departments to do a good job in the management of tourism according to their respective functions and duties. Chapter II Development, Utilization and Protection of Tourism Resources Article 8 The Municipal People's Government shall formulate plans for the development, utilization and protection of tourism resources, and rationally develop and utilize them. Article 9 The development of tourism resources shall comply with the provisions of relevant laws and regulations such as environmental protection and cultural relics protection, and conform to the development and protection plan of tourism resources in this Municipality, with overall arrangement, rational layout and coordinated development.
