Can soldiers travel abroad?

Military personnel travel abroad for personal reasons.

1987, 19 In February, the Ministry of Public Security issued the Notes of the Ministry of Public Security on Several Issues Concerning the Implementation of the Law on Exit and Entry of Citizens of China and its Detailed Rules, clearly stating that party member and servicemen (including servicemen, military families and police officers) who go abroad for personal reasons can only go to the public security organs after going through the internal examination and approval procedures of the party, army and public security organs in accordance with the provisions of this system.

On April 4th 1994, the General Political Department issued the Regulations on Examination and Approval of Military Cadres Going Abroad for Private Purposes, organized and filled out the Report on Examination and Approval of Military Cadres Going Abroad for Private Purposes, and reported it step by step according to the examination and approval authority. With the consent of the party Committee or political organ with the power of examination and approval, the examination and approval documents shall be issued. Cadres who have been approved to go abroad (border) shall apply to the local public security organ for going abroad (border) with official approval documents.
