On April 4th 1994, the General Political Department issued the Regulations on Examination and Approval of Military Cadres Going Abroad for Private Purposes, organized and filled out the Report on Examination and Approval of Military Cadres Going Abroad for Private Purposes, and reported it step by step according to the examination and approval authority. With the consent of the party Committee or political organ with the power of examination and approval, the examination and approval documents shall be issued. Cadres who have been approved to go abroad (border) shall apply to the local public security organ for going abroad (border) with official approval documents.
