You can't go to Macao with a Hong Kong and Macao Pass but no endorsement.

The Hong Kong and Macao Pass is just your travel document, similar to a passport. The endorsement is a sticker similar to a visa, which is attached to the inside page of your pass (the current IC card pass will also be printed on the card surface). You must have a Hong Kong and Macao Pass and a valid Hong Kong and Macao endorsement to travel to Hong Kong or Macao, and the endorsement must be valid at the time of entry.

Pass plus Hong Kong and Macao endorsement is very simple.
