At the end of 20021,Shanghai issued the first "Guidelines for the Planning of Rural Community Life Circle" in China.

As for how to build a "rural community life circle", the guidelines have also made a very detailed explanation: the service radius of the rural community life circle is configured as "administrative village" and "natural village", and the natural village (rural neighborhood center) meets the most basic security needs; Administrative villages (rural convenience centers) are configured differently according to the specific needs of each village.

On the specific operational level, the Guide advocates that the "rural community life circle" should select service modules such as agriculture, tourism and commerce according to the structural characteristics of the village industry and population, and tap the available idle resources with small-scale and gradual micro-renewal.

In addition, as a city with distinct regional attributes, Shanghai put forward the concept of "urban village" in the process of rural construction and governance.

Compared with the nine scenes of culture, ecology, architecture, service, transportation, industry, people, governance and spirit, and the four value coordinates of humanities, pastoral, science and technology and integration, around this new term, the "rural community life circle" emphasizes the transformation from hardware to software in rural areas with flexibility and adaptability as the measurement index. Based on this, Shanghai has put forward eight community scenes with different theme functions according to local conditions:
