Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality for the purpose of building beautiful countryside, promoting the overall revitalization of rural areas and promoting high-quality economic and social development. Article 2 These Regulations shall apply to the planning, construction, management and related activities of beautiful countryside within the administrative area of this Municipality. Article 3 The construction of beautiful countryside should take the government as the leading factor and the villagers as the main body, and adhere to the principles of giving priority to ecology, adapting measures to local conditions, promoting by classification, paying equal attention to construction and management, and paying attention to long-term effectiveness. Article 4 The people's governments of cities and counties (districts) shall incorporate the construction of beautiful countryside into the national economic and social development plan, establish a joint meeting system, coordinate and solve major problems in the construction of beautiful countryside, and promote the sustained and healthy development of beautiful countryside.

Township People's governments and sub-district offices are responsible for organizing and implementing the construction of beautiful countryside within their respective jurisdictions. Fifth city and county (District) people's government departments in charge of agriculture and rural areas are responsible for the guidance, coordination, supervision and inspection, assessment and evaluation of the construction of beautiful countryside within their respective administrative areas.

Development and reform, education, industry and information technology, civil affairs, finance, natural resources and planning, ecological environment, housing and urban construction, urban management, transportation, water conservancy, commerce, culture and tourism, health, sports, forestry and other departments shall, according to their respective responsibilities, do a good job in beautiful countryside construction.

* * * Mass organizations such as the Communist Youth League, the Women's Federation and the Association for Science and Technology should actively participate in the related work of beautiful countryside's construction. Article 6 Villagers' committees shall assist and cooperate with township people's governments and sub-district offices to carry out the construction of beautiful countryside, handle public affairs and public welfare undertakings in the village according to law, encourage and guide villagers to participate in the construction of beautiful countryside, and guarantee villagers' right to know, make decisions, participate and supervise.

Villagers should actively participate in the construction of beautiful countryside, fulfill their obligations as stipulated in laws, regulations and village regulations, and enjoy the achievements of beautiful countryside's construction. Seventh people's governments at all levels should give full play to the guiding role of financial funds and take measures such as incentives and subsidies to support the development of rural industries and the construction of infrastructure and public service facilities.

People's governments at all levels shall establish and improve the diversified investment mechanism, encourage and guide social forces to support and participate in the construction of beautiful countryside through investment and donation.

Encourage and support institutions of higher learning, scientific research institutes, enterprises and other units to carry out research and development of key technologies, processes and equipment for the construction of beautiful countryside. Article 8 People's governments at all levels and villagers' committees shall organize publicity, education and training on the construction of beautiful countryside, sum up experiences and practices, popularize advanced models, and improve the awareness and ability of the whole society to participate in the construction of beautiful countryside.

Radio, television, newspapers, Internet and other media should strengthen the public welfare propaganda of beautiful countryside's construction and create an atmosphere in which the whole society supports beautiful countryside's construction. Chapter II Scientific Planning Article 9 The people's governments of cities and counties (districts) shall, within two years from the date of implementation of these Regulations, organize relevant departments to work out the construction plan of beautiful countryside, arrange the layout, key points and characteristics of beautiful countryside's construction, and optimize the rural production, living and ecological space.

City, county (District) people's government ecological environment, water conservancy, culture and tourism, forestry and other departments in the preparation of special planning, it should implement the relevant content of beautiful countryside construction planning. Tenth Township People's governments shall organize the preparation of practical village planning according to law.

Village planning should proceed from rural reality, coordinate various factors of production and life according to the resource conditions of the village, optimize the ecological space pattern, protect the natural and historical features of the village, and highlight the characteristics of the region, culture and times.

Village planning shall be publicized according to law before it is submitted for examination and approval, and shall be discussed and passed by the villagers' meeting or the villagers' representative meeting.

Township people's governments, sub-district offices and villagers' committees shall formulate and improve work plans, and promote the construction of beautiful countryside in strict accordance with village plans. Eleventh conditional villages should carry out village design, overall consideration of infrastructure layout, public space nodes, building layout and landscape characteristics, clear building volume, height, shape, color and other control content, reflecting the characteristics of Yimeng. Twelfth city and county (District) people's government departments in charge of housing and urban construction shall compile a general atlas of rural residential design in line with the regional and cultural characteristics of Yimeng, for the reference of villagers when building houses.

Township people's governments and sub-district offices shall improve the control and guidance mechanism of rural architectural style and provide technical guidance and services for villagers to build houses. Thirteenth city and county (District) people's governments should strengthen the construction of demonstration areas and demonstration villages in beautiful countryside, improve the standards of establishment, strengthen policy guidance, strengthen organization and implementation, and promote the construction of beautiful countryside as a whole. Article 14 The departments of transportation, water conservancy, agriculture and rural areas, forestry and other relevant mass organizations of the people's governments of cities and counties (districts) shall actively carry out activities to create beautiful roads, beautiful rivers and lakes, water conservancy villages, beautiful countryside and beautiful farmhouses, and promote the construction of beautiful countryside through multiple channels. Chapter III Green Mountains and Green Waters Article 15 People's governments at all levels should establish and practice the idea that green mountains and clear waters are priceless, make overall plans for the management of landscape, forest, fields, lakes and grasses, improve the ecosystem protection system, strengthen the protection of rural ecological environment, and continuously improve the quality of ecological environment.
