What are the new and practical measures in Guizhou’s “1+10” supporting documents for targeted poverty alleviation?

There are several ways to implement the "Ten Actions" for targeted poverty alleviation:

(1) Infrastructure construction poverty alleviation action. Implement the three-year campaign for rural road construction; implement the "Three-Year Action Plan" for water conservancy construction; and implement rural hydropower development in poverty-stricken areas.

(2) Industrial and employment poverty alleviation actions. Support poor counties and towns to build agricultural demonstration parks and develop agricultural product processing industries; implement rural tourism poverty alleviation plans, vigorously implement e-commerce poverty alleviation; and implement the "Flying Geese Return to Prosperity" action plan.

(3) Poverty alleviation ecological migration action. By 2020, all 1.42 million people will be relocated from deep mountainous areas, rocky mountainous areas and ecologically fragile areas where "one area of ??water and soil cannot support one person".

(4) Educational poverty alleviation action. Vigorously promote the "Four Breakthroughs" project and the education "9+3" plan, accelerate the balanced development of compulsory education and basically popularize 15-year education; continue to reduce 6% of administrative funds to support education.

(5) Medical and health poverty alleviation actions. Build a "triple medical security" of basic medical insurance, critical illness insurance, and medical assistance; strengthen the standardization of the three-level medical and health service network in counties and villages in poor areas.

(8) Social forces take responsibility for poverty alleviation actions. Gather various resources to achieve full coverage of “one-to-one” assistance with 9,000 poor villages in the province; encourage and support various enterprises, social organizations, and individuals to participate in poverty alleviation and development.

(9) Poverty alleviation actions for extremely poor groups in extremely impoverished areas. Implement regional development and poverty alleviation plans for concentrated contiguous poverty-stricken areas; implement special poverty alleviation action plans for Mashan, Yaoshan, and Moon Mountain; introduce overall poverty alleviation support policies for ethnic groups with small populations; improve care services for left-behind children, left-behind women, left-behind elderly people, and disabled people systems and institutions.

(10) Party-building poverty alleviation action. We will further advance the work of synchronously building a moderately prosperous society in villages; strengthen the construction of the "two committees" of township leadership and village branches, and select the "first secretary" to strengthen the poor villages; and improve the financial stability guarantee system for poor villages, which mainly focuses on financial investment.
