Today, we are here to hold the 2009 annual meeting of the city's tourism statistics, sum up the statistical work in 2009, and deploy the statistical work in 20 10. The meeting was jointly organized by Qingdao Tourism Bureau and Qingdao Investigation Team of National Bureau of Statistics. The purpose of this meeting is to summarize the achievements of tourism statistics in our city this year from two aspects of industry and specialty, find and solve the problems and difficulties in the work, and further clarify the direction of future efforts.

I. Tourism statistics in 2009

This year, under the leadership of the Municipal Party Committee and the Municipal Government, the tourism industry in our city has fully implemented the Scientific Outlook on Development, actively responded to the global financial crisis and the adverse impact of the virus A1N1N1on the tourism industry, turned pressure into motivation, used its brains, tried to find ways, and adopted various measures to strengthen the basic work of tourism statistics and improve the tourism statistics survey system. During 1- 10, the city received 837,000 inbound tourists, up 24.74% year-on-year, and realized foreign exchange income of 504 million US dollars, up 27.88% year-on-year. In the first three quarters, it received 3 1 170400 domestic tourists, and the domestic tourism income was 34.843 billion yuan. The total tourism revenue was 37.855 billion yuan, up by 22. 14%. It laid a solid foundation for completing the annual tourism work goal.

The rapid development of tourism in our city this year has benefited from the great attention paid by the municipal party Committee and the municipal government to the development of tourism and the strong support of the city's tourism enterprises. This is the result of the hard work of the city's tourism statisticians. Every figure embodies the hard work and sweat of tourism statisticians working in the front line. Statistical work is responsible, principled, demanding, tedious and hard, and needs a high-quality team like everyone else. Over the past year, we have made great achievements in statistical work, and a large number of advanced collectives and individuals have emerged who are loyal to their duties, hardworking, brave in dedication and pioneering. I'd like to take this opportunity to express my heartfelt thanks to everyone!

Over the past year, in the face of the new situation, new tasks and new requirements, the city's tourism statistics work has made remarkable achievements closely around the central work of the municipal party Committee and the municipal government. Mainly reflected in the following aspects:

(1) In 2009, the monthly and quarterly routine statistics were successfully completed and the statistical quality was improved. We have successfully completed the annual statistical tasks, including regular monthly reports, annual reports, domestic tourists' consumption sampling surveys, and inbound tourists' consumption sampling surveys. To provide scientific basis for our city to study and formulate tourism development plans and measures.

(2) Actively responding to the adverse impact of the global financial crisis, taking the lead in launching the weekly report system for tourism enterprises in China, which further played a role in strengthening statistical analysis, consultation and decision-making. At the beginning of this year, according to the requirements of the city leaders, the weekly report system was first implemented in the country to count the reception and financial situation of key star hotels, international travel agencies and A-level scenic spots. Overcome various difficulties such as lack of manpower, tight time and heavy tasks, successfully complete the weekly information collection and analysis, and keep abreast of the business situation of the enterprise. The weekly statistical analysis report strongly supports the decision-making of the leaders.

(3) Strengthen coordination, broaden channels, and improve the comprehensiveness and objectivity of statistical data. This year, the Municipal Tourism Bureau actively strengthened multi-level and multi-faceted coordination and communication with the National Tourism Administration, the Provincial Tourism Bureau, the Shandong Investigation Corps of the National Bureau of Statistics, the Qingdao Investigation Team, the Qingdao Municipal Transportation Commission, Qingdao Customs, the Municipal Port Office, the Municipal Public Security Bureau, Qingdao International Airport, Qingdao Border Inspection Station and other related units, and held many symposiums to collect, excavate and summarize the situation of inbound tourists. At the same time, visit budget hotels to tap the potential of inbound tourism and further improve the sources of statistical data.

The statistical team is growing day by day, and the management level of tourism statistics is constantly improving. This year, the city has initially established a tourism statistics team covering all districts and cities, hotels, travel agencies and scenic spots. There are more than 1 000 statisticians in the tourism industry in the city. This team has effectively ensured the smooth development of tourism statistics in our city. Most enterprise statisticians are relatively stable, and the responsibility is implemented to people, and the basic management of tourism in our city has been significantly improved. A group of conscientious and diligent statisticians have emerged in the front line of statistical work. Regent Hotel, Qingdao Hotel, Yahai Hotel and other units have complete statistical reports, and the statisticians have remained stable for many years, with high report quality. There are also many useful attempts in the statistical work of tourism departments in various districts and cities this year. Laoshan District Tourism Bureau cooperated with Qingdao Investigation Team of National Bureau of Statistics to count the number of tourists within its jurisdiction, and accumulated a lot of experience.

(5) The sampling survey on the reception of inbound tourists by non-star hotels has been continuously improved. The Municipal Tourism Bureau, together with the Qingdao Investigation Team of the National Bureau of Statistics, took the lead in conducting a nationwide sampling survey of inbound tourists from non-star hotels in the whole city 12 districts and cities. Combining the general survey of star-rated hotels with the sampling survey of non-star hotels, the current tourism statistics method has been further improved, which has been affirmed by the National Tourism Administration and provincial tourism bureaus for many times. At present, it has covered 4500 non-star hotels in the city and achieved remarkable results.

(six) holiday tourism "Golden Week" statistical forecasting work is improving day by day. On the basis of summing up the experience and shortcomings of the previous "Golden Week", this year, the Tourism Bureau carefully revised and improved the statistics and information collection methods of "holiday tourism", which improved the work efficiency and quality. During the "Golden Week" period, the reception situation of more than 300 travel agencies, 158 star hotels and 20 major scenic spots in the city, as well as the ticket sales and transportation of railways, civil aviation, highways and water transport, were summarized daily to prepare holidays. Timely submit it to the national and provincial holiday offices, the municipal party committee and the municipal government, and timely publish relevant holiday information on Qingdao Tourism Information Network. This year, the statistical forecast of the "Golden Week" of holiday tourism in our city has been well received by the leaders of the National Tourism Administration for many times.

(seven) give full play to the role of joint law enforcement and further strengthen statistical management. Since the beginning of this year, the Municipal Tourism Bureau, together with the Qingdao Investigation Team of the National Tourism Administration and the tourism bureaus of all districts and cities, has conducted more than 30 law enforcement inspections on star-rated hotels. Starting with the basic work of statistics, we visited enterprises from time to time to check the quality and filing of regular reports of enterprises, and rectified the problems found within a time limit, which established the seriousness and authority of statistical work and laid a good foundation for the work throughout the year.

Two, there are some shortcomings in our city's tourism statistics.

While fully affirming the achievements, we should also see that there are still some shortcomings in our city's tourism statistics, mainly in the following aspects:

First, the basic statistical work of some hotels is still relatively weak. Generally speaking, the statistical work of most tourism enterprises in our city this year is relatively standardized, and the responsibility lies with people and is submitted in time. However, some enterprises have weak basic work, unstable statisticians and unfamiliar with the contents of statistical statements. Some reports are not timely, or even omitted or concealed. Although these problems appear in a few enterprises, the impact on the city's tourism statistics cannot be underestimated.

Second, the implementation of statistical norms is not strict enough. Most enterprises can carry out statistical work in strict accordance with statistical norms, but some enterprises are not strict in implementing statistical norms, and there are problems such as incomplete statistical indicators and inaccurate statistical data. The occupancy rate, average house price, number of rooms, approved rental days and other indicators are all submitted by enterprises, which has a certain impact on the accuracy of the city's statistical data.

Third, the supervision and management of individual district and city tourism bureaus are not enough, and they often report late. Most tourism bureaus in districts and cities can urge enterprises to submit monthly reports in time, but a large number of enterprises in individual districts and cities fail to submit them within the specified time of each month, which makes it difficult to summarize them in the city. I hope to improve my shortcomings in my future work and strengthen my sense of responsibility and hard work.

The above problems have affected the tourism statistics of the whole city and the whole province to some extent. 2009 is coming to an end, and the future work will be even more arduous. I hope that all units will carry forward their achievements, overcome their shortcomings, and push our city's tourism statistics to a new level.

Three. Key work of tourism statistics 20 10

(a) conscientiously implement the "Qingdao tourism survey management measures", strengthen the standardization of statistical work. According to the relevant provisions of the Statistics Law and its implementing rules, the Measures for the Administration of Tourism Statistics of the National Tourism Administration and the Measures for the Administration of Tourism Statistics of Shandong Province, and combined with the actual situation of the tourism industry in our city, these measures are formulated. At this meeting, we issued the Measures for the Administration of Tourism Statistics Survey in Qingdao. All enterprises should carry out tourism statistics in strict accordance with the requirements, strengthen the construction of statistical legal system, and strengthen the standardization of statistical work.

(2) Do a good job in basic statistics and improve the quality of statistical data. Next year, we will strengthen training and prepare to train the statisticians of star-rated hotels in the city. At the same time, in conjunction with the statistics department in accordance with the "Qingdao Tourism Statistics Survey Management Measures" to carry out inspections in a planned way, focusing on the staffing, statistical indicators, and submission quality of enterprise statistical work. All enterprises and institutions should put the responsibility on people, with 1-2 fixed personnel responsible for statistics, department managers responsible for auditing, clear job responsibilities, improve reward and punishment measures, ensure the implementation of statistical work and ensure the quality of statistical work.

(3) Do a good job in the statistical annual report of 2009 and the regular reports of various kinds of tourism in 20 10. According to the requirements of the national statistical report system, the 2009 annual report and the 20 10 periodic report should be compiled comprehensively, accurately and timely. Monthly and annual reports of tourism statistics are the top priority of tourism statistics in our city. Five indicators, such as the number of domestic tourists, the number of inbound tourists, domestic tourism income, inbound tourism income and total tourism income, all come from the monthly report. All units should raise awareness and strengthen leadership to ensure the completion of all reporting tasks.
