Can employees of state-owned enterprises go abroad without reporting?

Employees of state-owned enterprises cannot go abroad without reporting. According to the "Interim Provisions on Strengthening the Management of State Staff Going Abroad for Private Purposes", employees of state-owned enterprises shall apply to their work units for going abroad for private purposes, which shall be submitted by their work units after being examined and signed by the principal responsible persons of the units. Overseas personnel mainly include civil servants, clerks and employees of state-owned enterprises and institutions, such as state organs, state-owned financial institutions and state-owned enterprises and institutions.
