Trial Measures for the Examination, Approval and Management of National Designated Production Enterprises of Tourism Commodities

Article 1 is to concretely implement the decision in the Official Reply of the State Council on Developing the Production and Sales of Tourism Commodities (Guo Han [1992] No.171) that "it is agreed that the National Tourism Administration will take the lead, together with the Ministry of Light Industry, the Ministry of Commerce, the Ministry of Textile and other departments, gradually select about 3 manufacturers producing tourism commodities throughout the country as designated production enterprises of tourism commodities nationwide, and give key support, and the National Tourism Administration will be responsible for the concrete implementation". Article 2 The selection of designated production enterprises of national tourism commodities (hereinafter referred to as "designated enterprises") shall be planned according to the "fist products" series of tourism commodities determined nationwide, and the application shall be made according to the manufacturers, and the provincial-level (referring to provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans, the same below) Tourism Bureau shall take the lead in the preliminary examination in conjunction with the provincial-level industry authorities, and then the National Tourism Administration shall take the lead in the examination and approval procedures with relevant departments. Article 3 A manufacturer applying to become a "designated enterprise" must meet the following basic conditions:

1. The whole factory (or specialized workshop) directly produces tourist commodities (including tourist hotel supplies, goods that overseas tourists like to buy, tourist handicrafts, tourist souvenirs, tourist food and drinks, and tourist health products).

2. The produced tourist commodities have mass production capacity, good sales and promising development prospects.

3. The produced tourist commodities have won the "China Tourism Commodities Tianma Award" and have a bright market prospect.

4. The factory (or specialized workshop) has advanced production equipment and a certain strength in new product development.

5. The fist commodities or scarce commodities with large foreign exchange earning and market demand supported by the state can be appropriately relaxed according to the above conditions.

6. Those who already belong to specialized foreign trade factories (workshops) and unconditionally increase their production capacity will, in principle, no longer be included in the scope of designated enterprises. Article 4 A manufacturer that meets the above basic conditions may apply to become a "designated enterprise" and go through the declaration formalities according to the following requirements:

1. Submit the declaration documents to the Provincial Tourism Bureau, and attach the following materials:

(1) Full name, address, enterprise nature, legal representative, contact person and telephone number of the factory;

(2) The sales of products as tourist commodities in the domestic tourist commodity market, including: the output, sales volume and main sales points in the last two years (1991 and 1992). If there is export, indicate the sales volume, foreign exchange earnings and the countries (regions) where they are sold;

(3) the production of products as tourist commodities, including: the number of employees in the whole factory (or specialized workshop), the total number of technicians and product design and development personnel, the total amount of fixed assets and the main equipment;

(4). The profit and loss of products as tourist commodities, including the profit and loss amount and the reasons;

(5). Awards of products as tourist commodities at home and abroad;

(6). For small commodities, samples should also be provided.

2. in the application documents, it should be clearly stated whether to declare the whole factory or a workshop as a designated enterprise (or workshop).

3. The application documents shall be copied to the provincial industry authorities at the same time. Article 5 The relevant departments at the provincial level shall conduct preliminary examination according to the following methods:

1. The provincial tourism bureau shall take the lead in reviewing the application documents of the applicant together with the relevant competent departments, and write preliminary examination opinions on the qualified manufacturers who agree to designate the site.

2. the provincial tourism bureau will uniformly summarize the information of the manufacturers in the local area, including those approved by the preliminary examination of the industry, and submit the declaration documents to the national tourism administration in a unified manner, together with the relevant documents and materials for declaration and preliminary examination. Article 6 After receiving the application documents from the provincial tourism bureaus, the National Tourism Administration shall, in conjunction with relevant departments, conduct examination and approval in batches. Article 7 The approved designated enterprises shall be officially notified by the National Tourism Administration, and the approval documents shall be copied to the national and provincial industry authorities, the State Council Economic and Trade Office, People's Bank, Ministry of Finance, Tax Bureau, Administration of Foreign Exchange and General Administration of Customs for the record. Article 8 For designated enterprises, the National Tourism Administration will issue a certificate of "National Designated Production Enterprise (or Workshop) of Tourism Commodities"; The products sold by designated enterprises for the tourism commodity market should have corresponding marks on the packaging for quality supervision. Ninth designated enterprises enjoy the policies stipulated in Item 3 of Document No.171 [1992] of the State Council. If it is necessary to give loan funds support in technological transformation, new product development and foreign promotion, and give a certain amount of foreign exchange working capital support in importing raw materials, the enterprise shall submit an application report with detailed information of the project, which shall be submitted to the National Tourism Administration after examination and approval by the provincial tourism bureau in conjunction with the provincial industry authorities. Need to give loan funds to support, after review by the National Tourism Administration summary report to the the State Council Economic and Trade Office for approval; Need to give foreign exchange quota working capital support, by the National Tourism Administration summary report to the Ministry of Finance for approval. Article 1 The National Tourism Administration shall take the lead in macro-management of the production and sales of designated enterprises in conjunction with relevant industry authorities. Designated enterprises shall implement relevant management and statistical systems. Eleventh of the enterprise management, product quality decline, sales revenue is not planned designated enterprises, the National Tourism Administration can warn them and make improvements within a time limit; If there is no improvement within the time limit, it may cancel its designated qualification in consultation with the relevant industry authorities. Article 12 These Measures shall be interpreted by the National Tourism Administration and further revised according to the trial situation.
