Legal basis: Tourism Law of the People's Republic of China

Seventeenth the State Council and the local people's governments at or above the county level shall incorporate the development of tourism into the national economic and social development plan.

The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, as well as the people's governments of cities and counties rich in tourism resources, shall organize the formulation of tourism development plans according to the requirements of the national economic and social development plans.
