In the past, on the basis of paying attention to the standardized management of tourism enterprises and tourism professionals, the uncivilized behavior of tourists was also included in the management scope, and the three-party credit management was established and improved to advocate civilized tourism.

The "Regulations" clarify that the municipal tourism administrative department should establish and improve the integrity file of tourism operators and the record system of uncivilized tourism behavior, and implement dynamic management of tourism operators, tourism professionals and tourists.

If a travel agency has one of the following acts, it will be included in the integrity file of the tourism industry: organizing tourism activities at unreasonable low prices; Changing the itinerary, changing the service items or suspending the service activities during the itinerary without authorization; Forcing tourists to ask for fees other than the package tour contract; Collect kickbacks and other illegitimate interests from shopping places or operators of paid tourism projects; Failing to perform statutory and contractual obligations without justifiable reasons; Illegal disclosure of tourism information; Do not implement the relevant measures and requirements of the government's tourism emergency plan.

Tourism professionals, such as price fraud, forced trading and deception, induce tourists to spend; Insulting, beating or coercing tourists; Collecting kickbacks from shopping places or operators of paid tourism projects will also be included in the record of uncivilized tourism behavior.

Tourists disturb the order of aircraft, vehicles or other public transport; Destruction of public health and public facilities; Violation of the social customs and national living habits of tourist destinations; Damaging cultural relics and historic sites in tourist destinations; Those who engage in activities that endanger the personal and property safety of themselves and others regardless of dissuasion and warning will also be included in the uncivilized behavior record of tourism according to regulations.
