Shenzhen Municipal Bureau of Culture, Radio, Film, Tourism and Sports is the working department of Shenzhen Municipal Government. The Shenzhen Municipal Bureau of Culture, Radio, Film and Television Tourism and Sports (hereinafter referred to as the Municipal Bureau of Culture, Radio, Film and Television Tourism and Sports, with the brand of Shenzhen Cultural Relics Bureau) is established as the working department of the municipal government.

Main responsibilities: (1) to implement national, provincial and municipal laws, regulations and policies on culture, sports, art, radio and television, cultural relics and tourism; Draft relevant local laws, regulations and policies, formulate development plans for industries such as culture, sports and tourism, and organize their implementation after approval. (two) responsible for the management of culture, sports art, radio and television, cultural relics and tourism industry; Coordinate and guide the development of cultural industries. (three) to assume the regulatory responsibility for major cultural activities and institutions engaged in cultural business projects and performing arts activities in the city; In accordance with the authority, it shall be responsible for the supervision of audio-visual programs broadcast by radio and television, information networks, public audio-visual carriers and institutions engaged in radio and television program production. (four) to undertake the responsibility of cultural relics management, cultural relics protection and intangible cultural heritage protection. (five) responsible for promoting the national fitness plan, organizing, guiding and supervising sports competitions. (six) to undertake the supervision responsibility of maintaining the order and service quality of the tourism market, organize and guide the tourism promotion work, and be responsible for the comprehensive coordination of tourism safety. (seven) to supervise, inspect, guide and coordinate the administrative law enforcement work in the cultural, sports and tourism markets. (eight) to organize foreign exchanges and cooperation in the fields of culture, sports and tourism. (nine) to undertake other tasks assigned by the municipal government and higher authorities.

1. Office. To undertake messages, meetings, confidential, archives, information, news, confidentiality, letters and visits, supervision, reception, government affairs disclosure, drafting of important manuscripts, drafting of development plans, etc.; Coordinate and implement the safety production responsibility system of this system.

2. Party Committee (Ministry of Personnel). To undertake party affairs, discipline inspection, supervision, organization establishment, personnel, social insurance, workers, young women, family planning, and services for retirees. Overall planning, organizing and guiding the construction of outstanding cultural and sports talents; To study the resettlement policy for retired athletes and organize its implementation; Organize relevant professional and technical qualification review.

3. Policy and Regulation Department (Approval Department). Responsible for comprehensive research on policies and legal systems; Drafting relevant policies and regulations; Make overall plans to promote the reform of institutional mechanisms; Coordinate the reform of administrative examination and approval system and related matters management, standardization construction, process innovation and optimization, government service and information construction; Accepting social-oriented administrative examination and approval matters and relevant policy advice; Implement relevant examination and approval according to law, and guide and supervise the relevant examination and approval work in all districts; To undertake the statistical work of cultural market; Responsible for administrative reconsideration, litigation, hearing, publicity and other legal affairs.

4. Planning and Finance Department. Prepare departmental budgets, plans for the use of government special funds and final accounts; Appropriating and supervising government funds to support the development of cultural and sports tourism; Responsible for the financial, auditing and statistical work of cultural and sports undertakings; Supervise administrative assets; To formulate the construction plan of cultural and sports facilities in the whole city; To guide, coordinate, supervise and participate in the preliminary work of the infrastructure construction of cultural and sports facilities invested by the municipal government.

5. Art Department. Formulate the development plan of the city's art career and organize its implementation; Promote the construction of urban brand art activities; To guide the city's artistic creation, production, education, awards, research and the construction of directly affiliated art institutions; Guide the business construction of the city's art galleries, and guide and support art performance groups.

6. Public Cultural Office. To formulate policies, measures and development plans for the city's public cultural services, promote the construction of the city's public cultural service system, and coordinate the work of the city's public cultural services; Promote the construction of mass cultural brand activities in the city; Guide the construction and industry management of public libraries and cultural centers (stations) in the city.

7. Ministry of Cultural Industry Development. Formulate policies and measures to promote the development of cultural industries and organize their implementation; Cooperate to promote the construction of related major projects; Guide the construction of cultural industry parks, bases and public service platforms; Cooperate with the statistics department to do a good job in statistics of related industries. To undertake the daily work of the Organizing Committee of China (Shenzhen) International Cultural Industry Expo.

8. Ministry of Radio and Television. To undertake the management of radio and television industry; Guide and supervise the safe broadcasting of radio and television and organize the implementation of monitoring; To supervise audio-visual programs broadcast by radio and television, information networks and public audio-visual carriers according to their authority; Supervise radio and television program production institutions and screening activities.

9. Mass sports departments should implement the national fitness plan and improve the national fitness service system; Organize and guide the determination of national physical fitness and implement the social sports instructor system; Supervise health qigong activities; Organize non-Olympic training, events and activities. Undertake the daily work of the sports association.

10. Ministry of competitive sports. To undertake the layout of competitive sports, amateur training, school sports and the construction and management of reserve talent bases; Organizing the preparation and participation of sports teams; Organize and manage major sports competitions and anti-doping and sports science and education at or above the municipal level.

To formulate plans and policies and measures to promote the development of sports industry and organize their implementation; Cooperate to promote the construction of related major projects; Guide the construction of sports industry base and public service platform; Guide and coordinate market-oriented sports events; Do a good job in sports industry statistics in conjunction with the statistics department; Guide and supervise the operation and daily maintenance of municipal cultural and sports venues.

Tourism promotion office. Organize a general survey of tourism resources; Draw up a tourism image publicity plan; Promote tourism investment and project development; Guide the development of domestic and foreign tourism markets and carry out regional tourism cooperation; Organize and coordinate major tourism festivals; Organize tourism consulting services.

Tourism industry management office. Formulate and organize the implementation of tourism service norms and regulatory standards; Supervise and manage the quality of tourism service and the order of tourism market; To undertake comprehensive coordination of tourism safety and emergency rescue of tourism; Guide the construction of tourism statistics and informatization; Guide and support the work of the Tourism Association.

14. Foreign Cultural Exchange Office (Hong Kong, Macao and Taiwan Cultural Affairs Office). To guide and manage foreign (Hong Kong, Macao and Taiwan) cultural, sports, radio and television, cultural relics and tourism exchanges according to law; Organize and implement major foreign (Hong Kong, Macao and Taiwan) exchange and cooperation projects; To handle the examination and approval of foreign-related (Hong Kong, Macao and Taiwan) cultural and sports activities; To undertake the foreign affairs of this system.

15. Law Enforcement Supervision Department (Shenzhen Sports Tourism Market Comprehensive Law Enforcement General

Culture, Radio, Film, Tourism and Sports Bureau is the administrative unit.

Regulations on public cultural and sports facilities Article 1 These regulations are formulated for the purpose of promoting the construction of public cultural and sports facilities, strengthening the management and protection of public cultural and sports facilities, giving full play to the functions of public cultural and sports facilities, prospering cultural and sports undertakings and meeting the basic needs of the people to carry out cultural and sports activities.

Article 2 The public cultural and sports facilities mentioned in these Regulations refer to public welfare libraries, museums, memorial halls, art galleries, cultural centers (stations), stadiums (gymnasiums), youth palaces, workers' cultural palaces and other buildings, venues and equipment organized by people's governments at all levels or social forces and open to the public for cultural and sports activities.

The management unit of public cultural and sports facilities as mentioned in these Regulations refers to the social public cultural and sports institutions that are responsible for the maintenance of public cultural and sports facilities and provide services for the public to carry out cultural and sports activities.

Article 3 The management unit of public cultural and sports facilities must adhere to the direction of serving the people and socialism, make full use of public cultural and sports facilities, disseminate scientific, technological and cultural knowledge beneficial to improving national quality, economic development and social progress, and carry out civilized and healthy cultural and sports activities.

No unit or individual may use public cultural and sports facilities to engage in activities that endanger public interests.

Article 4 The State plans to build public cultural and sports facilities. Support the construction of public cultural and sports facilities in ethnic minority areas, remote and poor areas and rural areas.

Article 5 The funds for the construction, maintenance and management of public cultural and sports facilities organized by people's governments at various levels shall be included in the capital construction investment plan and financial budget of the people's governments at the corresponding levels.

Article 6 The State encourages enterprises, institutions, social organizations and individuals to set up office cultural and sports facilities.

The state encourages the establishment of social funds for public cultural and sports facilities through voluntary donations, and encourages the donation of property to people's governments, social welfare institutions or public cultural and sports facilities management units according to law. Donors can enjoy preferential treatment in accordance with the relevant provisions of the tax law.

The state encourages cultural and sports facilities of institutions, schools and other units to be open to the public.
