3. It is far away from the Pearl River Delta, the center of Guangdong, Hong Kong and Macao.

It is difficult to absorb funds, management and talents from Guangdong, Hong Kong and Macao. It is difficult for Hainan to have no money and talents.

4. ASEAN is mainly a poor country:

Vietnam, Myanmar, Laos and Thailand are all poor countries. It is difficult to provide strong financial support to Hainan.

So at present, the State Council only gives "Opinions" rather than "Plans". To develop, Hainan must first develop offshore oil and other industries to make its own economy stronger. Secondly, it must build the Qiongzhou Strait Bridge and strengthen cooperation with Guangdong. Hong Kong and Macao connections. Otherwise it will be difficult to develop.
